The City of Fayetteville's Human Resource Development department is currently recruiting for an Organizational Development and Training (OD&T) Consultant to perform a variety of highly complex, professional, technical and analytical work that requires critical thinking in the area of planning, coordinating and conducting multiple training programs to meet organizational training needs; participate in the coordination and implementation of the City’s employee training and development programs, research and analysis, needs assessments, employee engagement surveys, career development, succession planning, and online training programs for employees.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Analyze operations, processes, and management of assigned departments; learn about employee development processes and how they support business goals; identify areas for process improvement.
- Develop training programs, facilitate change management initiatives, and review current development programs of assigned departments to ensure linkage to the City’s strategic goals.
- Provide guidance and advice to help assigned departments improve efficiency and enhance operations. Innovate leadership development, team development, and organizational communication programs and practices.
- Conduct training needs assessments based on employee, departmental, and organizational goals; evaluate training effectiveness through evaluations or surveys and make recommendations for improvement. Develop and implement succession planning, career paths and talent mapping. Provide career counseling for employees desiring to broaden their qualifications for advancement.
- Develop the budget for OD&T based on training needs assessments; monitor expenditures; make recommendations for future budgetary needs based on involvement with the City Manager’s Office in the development of the strategic plan and the skills employees need to accomplish the plan.
- Establish performance measures for training programs that demonstrate impact and align with established goals and the strategic plan; report on these quarterly.
- Manage the City’s Performance Management System including monitoring, problem solving, and communication required to administer the program; monitoring deadlines, recommending process improvement, updating employee guidelines, and ensuring all performance evaluations are processed in the most effective, efficient and timely manner possible.
- Ensure training opportunities are publicized; monitor enrollment, oversee the recording and retaining of employee training records and training software; ensure training certificates are saved in employee personnel records by hardcopy and/or electronically; monitor completion of mandatory compliance training.
- Oversee/direct and schedule employee events and programs to include such things as New Employee Orientation (NEO), award ceremonies, Administrative Professionals Day, Institute of Community Leadership (ICL) activities, and other events/programs as identified.
- Responsible for design and delivery of the City’s employee engagement survey as well as follow up and oversight of action plans.
MINIMUM QUALIFICATIONS:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible experience in training, adult education, human resources, or related work.
Training:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in organizational development, public administration, business administration, human resources management, communications, psychology, education, or a related field.
LICENSING & CERTIFICATIONS:
Required:
None.
Preferred:
PHR certification; Crucial Conversations Trainer certification and Dominance, Influence, Steadiness, and Conscientiousness (DiSC) trainer certification.
