Under the direction of the Code Compliance Supervisor, perform technical work in the inspection of existing buildings and construction sites to assure compliance with the building codes, land use regulations and ordinances; respond to and resolve complaints and disputes concerning City codes.

Essential and other important responsibilities and duties may include, but are not limited to, the following: 

Responsible for investigating and ensuring enforcement with City of Federal way codes and regulations regarding Land Use, Critical Area, Zoning, Building Codes and development standards.   

Respond to complaints and reports of possible violations filed by citizens, other City departments, or outside agencies regarding City codes regulating the development and use of lands within the City of Federal Way.   

Draft and issue letters to property owner’s notifying them of the violation/s affixing applicable code sections and photograph evidence. 

Meet with property owners either in person, over the phone or by e-mail to create case management plans and deadlines to correct violations on their property.  

Conduct investigations of possible violations through site inspections, interviews and research to determine if a violation exists; create and maintain accurate documentation on all investigations.   

Resolve code violations through a variety of means, including education, voluntary correction, referral to mediation and/or criminal violations when necessary, issuance of a Notice of Civil Infraction; and the imposition of civil penalties.   

Appear as a witness for the City in legal actions taken to enforce complaints, codes and to gain compliance.   

Present staff reports at public meetings before the Hearing Examiner or Improvement Officer.    

Prepare and maintain detailed records and statistics related to enforcement activities; operate a personal computer.  

Utilize a variety of software programs, and on-line tools to research properties, parcel locations, history of properties and property owners. 

Obtain records for Public Disclosure request via City Clerk’s office. 

Attend monthly Washington State Association Code Enforcement safety meetings regarding Code Compliance Officers. 

Assist with Community Development paperwork for funds owed for abatement projects.  Generate yearly report of complaints received by category type. 

Attend job related trainings.  

Maintain regular, reliable and punctual attendance.  

Any combination of education and experience equivalent to two (2) years of undergraduate school or vocational training in Code enforcement, law or law enforcement, construction management, building inspection or related fields, and two (2) years of experience in one of the above fields. Experience or education in land use planning is also desirable.  

Preferred Qualifications:

  • Valid Washington driver's license.
  • Housing, property maintenance or zoning code enforcement experience. 
  • Municipal city and/or county code enforcement or law enforcement experience.   
  • Membership in a professional organization relevant to code enforcement.   
  • General knowledge of planning, zoning, building and construction codes.

Knowledge of:

  • Pertinent federal, state, and local laws, codes, rules, regulations, and statutes.  
  • City organization, operations, policies and objectives.  
  • Office principles, practices, and procedures.        
  • Public relations principles and practices.        
  • Subject matter process and methodology related to area of assignment.
  • AMANDA permitting software; access database.

 Ability to:

  • Perform field inspections.   
  • Ensure compliance with relevant City of Federal Way codes and regulations.  
  • Work under pressure to meet timelines and handling multiple and changing priorities.
  • Use a variety of office equipment.  
  • Communicate effectively both orally and in writing.  
  • Resolve conflicts in a positive manner.  
  • Interpret and apply laws, regulations, codes and policies.
  • Use a variety of computer-based technologies.
  • Establish and maintain harmonious working relationships with those contacted in the course of work; effectively de-escalate volatile situations and people demonstrating tact, diplomacy and ability to read potentially dangerous behaviors and environments.   
  • Work independently with little direction.  
  • Ability to use a camera, and general tools such as measuring tape and hammer. 

Environmental Conditions/Physical Effort:

This position requires frequent travel around the City in all traffic and weather conditions to conduct site inspections. Performs sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. The inspections may be on sites that are under development, have uneven ground, contain heavy equipment and/or are noisy. Contact with the public is often under adverse and stressful conditions.

Salary : $81,816 - $103,620
