The City of Glenarden Public Safety Department is currently accepting applications for the position of Police Captain and is a municipality of 6,402 residents located just outside of Washington, D.C.

The City’s Public Safety Department provides 24/7 patrol only coverage to the City’s incorporated jurisdiction, approximately 6,270 residents. The Captain ensures the enforcement of laws and codes, administers crime prevention programs/strategies, leads community policing efforts, oversees the investigation of crimes and vehicular accidents, coordinates crime statistics and County/State/Federal compliance reporting, and oversees the maintenance of certification requirements for the Department. This position reports directly to the Chief of Police.

APPLICANTS MUST HAVE SUCCESSFULLY COMPLETED A STATE OF MARYLAND ACCREDITED POLICY ACADEMY; BE IN GOOD STANDING WITH PREVIOUS LAW ENFORCEMENT AGENCY AND/OR CERTIFICATION

PRIMARY FUNCTIONS

  • As directed, manages details of the budget preparation process, input budget figures into software (i.e., Pentation) and make revenue and expenditure projections for budget planning.
  • Under the direction of the Chief of Police, applies for grants, prepare, and submit progress reports on grant awards, delegate and coordinate grant project details, process other grant related forms and records, request grant funds disbursement, and research grant opportunities.
  • Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including interviewing; hiring and training; planning; assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Reviews and approves purchasing requisitions, process invoices, follow up on payment problems to various vendors, identify potential vendors and arrange quotes and proposals. Review internal investigative reports for completeness and accuracy, produce documents for disciplinary actions, and make recommendations for disciplinary actions.
  • For new officers, conducts Background Investigations; and request usernames/passwords, CAD/RMS; INET; and fleet information.
  • Prepares Officers yearly schedules and adjustments.
  • Performs duties as acting Chief of Police in the absence of the Chief, represent the Chief of Police at meetings of City Committees, County functions and regional meetings, as needed.
  • Manages training database and submits yearly reports to the Maryland Policy Training Commission.
  • Makes recommendations for training programs and schedules annual training/certifications.
  • Prepares work schedules.
  • Provides clarification, direction, correction, and support to subordinates in the application and interpretation of their duties.
  • Performs duties relating to the City’s representation in the County Emergency Management Group, serves on the Emergency Preparedness Committee of the City.
  • Assists in maintaining personnel records pertaining specifically to the position of employees within the Public Safety Department. Such records include background investigation files, medical screening files, polygraph files, and internal affairs archives and copies of Workers’ Compensation claim forms.
  • Receives various requests for information and provides appropriate responses.
  • Directs, researches, modifies, and assists with rewriting policy and procedures.
  • Assists with gathering data and records for use in defending lawsuits, addressing grievance issues, and filing insurance claims.

QUALIFICATIONS

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in from an accredited college or university in criminal justice, business or public administration, or a related field.
  • Seven to ten years of increasingly responsible experience, to include two years of command level supervisory experience.
  • Proficient in the use of firearms and other law enforcement related equipment including the application of defensive tactics and de-escalation techniques.
  • Must be a U.S. Citizen
  • 21 years of age

Desirable Factors:

  • FBI National Academy or other advanced certification.
  • MILES/NCIC Certification.

Certifications and Licenses:

  • Maryland Police and Correctional Training Commission (“MPCTC”) Certification
  • State Police Training Commission Certification
  • Hold a valid driver’s license.

Knowledge, Skills and Abilities:

The required knowledge, skills, and abilities associated with the position of Police Captain include, but are not limited to:

  • Thorough knowledge of law enforcement principles, practices, methods and equipment.
  • Thorough knowledge of state and federal laws, local ordinances, and policies of the City of Glenarden Public Safety Department.
  • Thorough knowledge of the physical, economic, and social characteristics of the City of Glenarden.
  • Knowledge of advanced principles, practices, and concepts of modern policy administration.
  • Knowledge of basic budgetary principles and practices.
  • Knowledge of administrative principles and practices, including goal setting and implementation.
  • Knowledge of administration of staff and activities, either directly or through subordinate supervision.
  • Knowledge of methods and techniques of research, statistical analysis, and report presentation.
  • Knowledge of all computer applications and hardware related to performance of the essential function of the job.

Any equivalent combination of education and experience will be considered. EACH APPLICANT MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.

This is a full-time permanent position and is deemed essential. Days and hours of operation are determined by Chief of Police. As required, the candidate will be expected to work evenings and/or weekends during City sponsored events. If selected, the candidate must successfully pass a background check to include a psychological, polygraph, medical and drug tests. Starting salary is $78,235 - $84,251 per year.
