The Role: | ||
This senior level position performs the inspection of commercial and industrial facilities to ensure compliance with the City's Stormwater requirements, as well as ensuring adherence to all local, state, and Federal wastewater discharge regulations. This role may direct or lead the work of others. | ||
Salary: | ||
This position is a Grade 315 with an hourly salary between $26.2091 - $39.3139. | ||

- Responsible for the City’s Significant Industrial Users (SIU) program, including development and update of SIU permits issued by the City, review of data and reports submitted by SIUs, and monitoring each SIU’s compliance with permit requirements.
- Coordinates with laboratory staff and Pretreatment Inspectors to complete wastewater sampling events and interpret laboratory results.
- Inspects Commercial and Industrial facilities for compliance with city stormwater requirements and Federal, state, and local wastewater discharge regulations. Implements enforcement actions for non-compliance.
- Installs and operates flow monitoring and sampling equipment to obtain water quality data.
- Performs data entry, data review, and maintenance of Pretreatment-related databases.
- Reviews engineering plans and determines if appropriate wastewater pretreatment devices have been designed and installed for new construction.
- Enforces city requirements regarding illicit discharges to the stormwater system and pretreatment of wastewater.
- Prepares verbal and written reports of activities and findings, as requested.
- Coordinates operation and activities related to industrial wastewater discharges and communicates with other City departments and outside inspection agencies.
- Responds to complaints; investigates and reports findings following established procedures.
- Researches new regulations, methods and techniques pertaining to industrial wastewater and keeps City departments informed.
- Provides on-the-job training and direction to the Pretreatment Inspectors.
- Requires driving to and from various locations.
- Performs other related duties as assigned.
Two years of college level coursework in chemistry, chemical engineering, environmental science or water technology, and three years of experience in monitoring and sampling wastewater from commercial and/or industrial processes, with related public contact activities.
Additional college coursework in water and wastewater technology is desirable.
Knowledge of:
Basic mathematical, chemical and biological principles, wastewater collection systems and sampling methods
Installation, maintenance and operation of facilities used for the control of industrial and commercial wastewater discharges
Maintains compliance with federal, state, and local laws, codes, and regulations pertaining to the treatment, control, and discharge of industrial wastewater
Ability to:
Determine volume and content of industrial wastewater discharges
Operate the tools and equipment used in facility inspections and sampling
Read and interpret plans for industrial wastewater treatment and process control
Operate computer equipment and use databases
Prepare clear, accurate, written and verbal reports
Communicate effectively, both orally and in writing
Establish cooperative working relationships with all types of customers and contacts
Provide on-the-job training and direction to entry-level employees
Operate City vehicles
Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.
Special Requirements:
- Possession of a valid Arizona driver's license.
- Must obtain an Arizona Department of Environmental Quality (ADEQ) Grade 2 Wastewater Collection or Wastewater System Operator certificate with six (6) months of hire.
- Must obtain an Industrial Facility Inspection certificate within twelve (12) months of hire.
- Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
Considerable time spent outdoors, walking and standing. Lifting of heavy objects up to 50 pounds during the sampling process. Must be able to enter, exit, and operate city vehicles.
Working Conditions:
Safely performs duties in potentially hazardous environments using appropriate safety equipment and methods. This will include working in areas of potential air contamination, exposure to toxic materials, and vehicle traffic.
