In this impactful role, you will manage and administer federal and state grant programs that enhance our neighborhoods and support historic preservation efforts to protect Green Bay's rich heritage.Hiring Range: $62,421-$73,424Work Schedule: Monday-Thursday, 7:30 a.m.-5:00 p.m. and Friday 7:30 a.m.-11:30 a.m. plus additional hours as needed. EXAMPLE OF DUTIES
Applies for, manages, and administers federal and state grant applications including the federal Community Development Block Grant (CDBG) and HOME programs. Works cooperatively with Neighborhood Development Specialist to prepare strategies and plans for various grants; conducts public hearings as required; develop programs and related contracts/agreements; coordinates program activities; monitors program, compiles and submits program related reports; manages various program budgets; serves as primary contact with the U.S. Department of Housing & Urban Development (HUD) and other state and federal agencies on program compliance issues; administers IDIS program management data for CBDG and HOME project programs.Conducts environmental reviews and ensures compliance with various federal regulations as required by HUD, including the Davis-Bacon Act.Supports the City’s historic preservation initiatives, including compliance with local, state, and federal standards and laws regulating the treatment of historic properties.Assists City accounting staff in maintaining financial records for the Redevelopment Authority. Responsibilities include accounts payable and fixed HUD assets. Other duties and special projects as assigned.
SUPPLEMENTAL INFORMATION
Comprehensive knowledge of federal, state and local laws, rules and regulations as they relate to job duties. Comprehensive understanding of IDIS program management software program and federal program accounting methodologies. Good knowledge of federal and state regulations on housing, historic preservation, and environmental reviews.Knowledge and skill in grant administration. Good team skills. Considerable ability to plan and formulate policy and procedures. Ability to utilize a computer and the required software. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with staff and the public.
