Job Summary

Under general direction and in compliance with standard operating procedures and policies, supervises the routine repair, cleaning, and maintenance of City wastewater infrastructure. Oversees routine and non-routine emergency operations, and maintenance & repair work. Implements and monitors the unit's objectives, work programs, and productivity measurements in order to increase effectiveness and efficiency by utilizing a work management system. Supervises Wastewater Operations staff (supervisors and technicians) by directing work activities, establishing work priorities, rules, schedules, and vacation requests. Develops standard operations procedures for the unit. Understands and implements policies and procedures, in compliance with laws and regulations to ensure a safe working environment. Conducts safety meetings providing pertinent updates on safety issues and problems, demonstrating use of necessary safety equipment required for the job. Coordinates with outside contractors. Completes budget requests, reviews and approves purchase orders, oversees short- and long-term planning as well as special projects. Serves as a point of contact for citizens. Coordinates and works outside of regular schedule for inclement weather and various special events held throughout the City.

  • Manage Wastewater Operations: Implement and monitor the division’s objectives, work programs, and productivity measurements in order to increase effectiveness and efficiency by utilizing a work management system; review and sign purchase orders, timecards, performance evaluations, and prepare reports. Supervise and coordinate daily activities in the Wastewater Division including dispatch service requests, prioritize requests received from Engineering, communicate with Fleet on vehicle repairs, handle calls from citizens, businesses, and utilities with wastewater concerns. In coordination with the Operations Manager, and supervisors, ensure wastewater operations are in compliance with codes, procedures and practices. Coordinate with outside contractors. Complete budget requests, short- and long-term planning as well as special projects.

  • Supervise Assigned Personnel: Oversee the day-to-day functions of supervisors, technicians, and temporary staff to include prioritizing and assigning work. In coordination with Human Resources, review and update job descriptions, participate in the hiring and selection of staff for open positions and ensure the timely documentation and discipline of employees consistent with Human Resources policies. Review employee performance, complete performance evaluations, coach and counsel employees.

  • Manage Safety of Work Crews: Understand and implement policies, procedures, in compliance with laws and regulations to ensure a safe working environment. Conduct safety meetings providing pertinent updates on safety issues and problems, demonstrating use of necessary safety equipment required for the job. Conduct reviews of all injuries and accidents, ensure proper reporting to all necessary parties within required timeframes, and implement changes and/or training to enhance safety practices.

  • Serve as Point of Contact for Citizens: Handle issues brought up by members of the public in order to identify and resolve problems related to streets, sidewalks, curbs, and gutters by making personal inspections, deciding on appropriate actions, and implementing follow up.

  • Coordinate Work During Inclement Weather and Special Events: Work outside of regular schedule, throughout inclement weather conditions (i.e., snow and ice) to plan and manage emergency operations. Work collectively with multiple City departments to successfully coordinate various special events held throughout the City. Responsibilities include overtime coordination, traffic set-up planning, fulfill staffing needs, post-event inspection to ensure public property is safe and clean, and availability during events to handle any unforeseen circumstances.

Job Requirements

  • Associate degree in engineering management or construction management.
  • Over four (4) years of experience as a manager or supervisor in engineering management or construction management.
    • OR six (6) years of directly related supervisory experience in utility repair or utility inspection may be considered in lieu of education requirement.
  • Certified Public Works Professional Supervision (CPWP-S) certification within one (1) year of hire. 
  • FEMA Certifications ICS 100, 200, 552, 700 and 800 within three (3) months of hire. ICS 300 and 400 at earliest availability of class offering. 


Preferred Qualifications

  • Class A Wastewater Certification.


Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

  • Wastewater inspection and maintenance procedures.

  • Ensure wastewater operations are in compliance with applicable codes, procedures and practices.
  • Implement and monitor the division’s objectives, work programs, and productivity measurements.
  • Handle calls from citizens, businesses, and utilities with wastewater concerns.
  • Conduct research and maintain an awareness of new issues, methods, equipment, trends, and advances in the profession.
  • Interpret, explain, apply, and ensure compliance with provisions of City ordinances pertaining to wastewater management.
  • Develop and implement standard operations procedures.
  • Ensure compliance with safety regulations, policies, and procedures.
  • Provide supervision, leadership, training, and work direction for assigned staff.
  • Exercise independent thinking and the ability to conceptualize and develop new or improved procedures, techniques or ideas appropriate to the work environment.
  • Compile, analyze and evaluate data.
  • Establish and maintain effective relationships with property owners, developers, engineers, utilities, homeowner associations, and local, state, and federal officials.
  • Provide technical assistance and information to citizens with questions, concerns, and complaints.
  • Prepare and maintain accurate records and reports.
  • Communicate clearly and effectively, both orally and in writing.
  • Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
  • Read analyze, and interpret general business periodicals, professional journals, technical journals and procedures, financial reports, legal documents, and governmental regulations as well as literature, books, reviews, reports, and abstracts.
  • Make mathematical calculations and draw logical conclusions.
  • Drive a City vehicle between facilities and job sites.
  • Work in inclement weather conditions including cold rain, wind, heat, snow, sleet, etc.
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include electronic purchasing system, timekeeping system, work management tracking system, etc.

Working Conditions

Primary Work Location:  Office environment, vehicle, and outdoors (worksites).

Protective Equipment Required:  Hard hat, safety vest, eye protection, hearing protection, gloves, and safety shoes.

Environmental/Health and Safety Factors:  

Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Daily exposure to extreme temperature, wetness and/or humidity. Weekly exposure to respiratory hazards, noise and vibration, and physical hazards. Daily exposure to physical danger. Weekly exposure to mechanical hazards. Monthly exposure to chemical hazards, electrical hazards, fire hazards, communicable diseases.

Physical Demands:  

Continuously requires vision and hearing. Frequently requires reaching, standing, walking, talking, and sitting. Occasionally requires climbing, crouching and stooping, fine dexterity, handling/grasping, kneeling, foot controls, twisting, lifting, crawling, balancing, carrying, pushing/pulling, and bending. Medium strength demands include exerting 20-50 pounds occasionally, exerting up to 20 pounds frequently, or exerting up to 10 pounds constantly.

Mental Demands:  

Frequently requires time pressures, emergency situations, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires irregular schedule/overtime, and tedious or exacting work.
