JOB TITLE: Right of Way Permit Coordinator

DEPARTMENT: Public Works

SUPERVISOR: Senior Project Manager

SALARY RANGE: $30.18 - $48.07 per hour

HIRING RANGE: $30.18 - $39.13 Commensurate to experience.

This position is Non-Exempt/Hourly

SCHEDULE/REMOTE/HYBRID: This position may involve working a variety of schedules, including evenings. Requires shift, weekend, or off hour/day work; may receive calls on a 24-hour basis; and may be required to appear on-site in emergency situations during off duty hours. Remote and/or hybrid schedules are not available. However, flexible scheduling may be discussed upon hire and supervisor approval.

RELOCATION: This position is located in Greenwood Village, Colorado. Relocation assistance is not provided.

REQUIREMENTS: Two years of increasingly responsible experience working with public and/or private utilities, with a working knowledge of pubic-sector right-of-way regulations. Equivalent to a high school diploma. Possession of or ability to obtain, an appropriate, valid driver’s license and a driving record satisfactory to obtain coverage by the City’s insurance carrier.

The City of Greenwood Village welcomes your interest in the Right of Way Permit Coordinator position in our Public Works Department. The purpose of this position is to manage the permit process for construction work by third party utilities and districts within the right of way to ensure safe and easily traversed roadways throughout the village.

As a municipal organization, Greenwood Village is a provider of emergency services. Some emergencies, including weather-related emergencies, may necessitate Greenwood Village employees to assist in areas of work that may not be directly related to the employee’s specific job function, but which will be within the physical capabilities, training, and skills of the employee.

Essential Functions

  • Right of Way Permit Management
  • Oversees and coordinates utility pre-construction, construction and maintenance projects and other utility-related work or operations occurring within public rights-of[1]
  • Manages right-of-way permit system that tracks permittees, contractors, work types, and work locations for each permit.
  • Performs inspections and evaluation of ROW work to ensure compliance with Village standards and specifications, ensures right-of-way permit work is completed within the specifications outlined by the Village.
  • Reviews work zone and traffic control plans to ensure they meet safety guidelines.
  • Administrative Activities
  • Develops work plans, specific goals, objectives and outcomes, coordinates projects with internal and external customers.
  • Prepares a variety of written material including monthly reports, statistical reports, annual reports, and routine correspondence.
  • Assists higher-level management and other staff on annual maintenance projects involving research, compiling information or data of a specialized nature; analysis, planning and technical support.
  • Manages infrastructure inspections, data entry, data collection and maintenance needs.
  • Supervision
  • Directs the work activities of assigned inspectors; prioritizes and coordinates work assignments; reviews work for accuracy.
  • Participates in the selection of assigned personnel; provides or coordinates staff training; conducts performance assessments of assigned personnel.
  • Miscellaneous Duties
  • Stays abreast of new trends and technologies in the field.
  • Attends meetings, seminars, and conferences.
  • Performs related duties and responsibilities as required.

Position Requirements

Knowledge, Skills and Abilities:

  • Principles and practices of utility construction and maintenance including trenching and boring, asphalt and concrete construction, and subgrade properties.
  • Various materials, equipment, facilities, operations, techniques, and procedures used in utility construction and roadway restoration.
  • Modern office procedures, methods, and computer equipment to include proficiency with word processing, computing spreadsheets and GIS programs.
  • Verbal and written communication skills, with ability to transform ideas into text.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Utility, concrete, asphalt, and landscaping construction or restoration
  • Conduct research regarding construction processes, codes, standard practices, construction and roadway history, and other job functions Read blueprints, surveys, and job specifications.
  • Effectively monitor the work of contractors working on construction projects within the right of way. Exercise initiative and sound judgment.
  • Problem solve and propose alternative solutions to resolve complex construction conflicts and issues.
  • Analyze and compile statistical data and prepare reports. Prepare clear and concise reports.
  • Organize workload to meet schedules and timelines.
  • Supervise, organize, and review the work of lower-level staff.
  • Select, supervise, train, and evaluate staff.
  • Interpret and explain Federal, state, and local laws, codes and regulations, and Village policies and procedures.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
  • Perform a variety of sedentary to moderate physical work depending upon assignment, including moving around in workspaces and construction sites, which may require the full range of physical motion including pushing, pulling, lifting, twisting, and turning the upper body, stooping, kneeling, crouching, climbing, balancing, crawling, reaching for objects, walking, standing; and occasional lifting and carrying of supplies and equipment weighing up to 50 pounds.

Experience And Training

Equipment Utilized

Motor vehicle, standard office equipment, including computers, scanning, and copying equipment. Miscellaneous field equipment.

Contact With Others

Daily contact with Public Works personnel; regular external contact with contractor personnel to establish a team environment requiring tact to avoid friction while specifications and expectations are met. Frequent contact with residents and external customers to explain the scope of construction projects and address concerns and diffuse conflict.

Supervisory Requirements

Receives direction from Senior Project Manager. Exercise direct supervision of assigned Engineering Inspector(s) and assigns permits to other Engineering Inspectors within the department..

Hazards

Field work (approximately 30%) involves exposure to dirt, dust, gasoline and diesel fumes, vehicle exhaust, asphalt, concrete, fumes from storm and sanitary sewers. Hazardous or unpleasant conditions may exist due to traffic, operating equipment, construction noise, fumes, and adverse weather. Duties are performed on a variety of slopes and under various weather conditions. Requires shift, weekend, or off hour/day work; may receive calls on a 24-hour basis; and may be required to appear on-site in emergency situations during off duty hours.
