The City of Kingman is seeking a Plans Examiner for our Development Services Division. Our team members enjoy working on a variety of projects in a team-focused, customer-oriented environment. The ideal team member should be able to demonstrate their capabilities to perform a variety of experienced technical assistance to developers and the general public. 

 

OVERVIEW
The City of Kingman is located in Mohave County approximately 100 miles southeast of Las Vegas and 195 miles northwest of Phoenix nestled between the beautiful Cerbat and Hualapai Mountain Ranges along historic Route 66. GENERAL DESCRIPTION OF POSITION
In this role, you will ensure the safety and integrity of the community's buildings by reviewing construction plans and performing inspections to ensure compliance with local, state, and national building codes. As a key player in our mission to serve and enhance the community, you’ll work alongside passionate professionals in an environment that values collaboration, growth, and public service.


SUPERVISION RECEIVED 
Works under the general guidance and direction of the Building Safety & Neighborhood Services Manager. May receive technical direction from Senior Building Staff.  
 
SUPERVISION EXERCISED
May oversee specific functions or programs, providing technical supervision for positions such as Building Inspectors and Building Permit Technician. 
EDUCATION AND EXPERIENCE
  • High school diploma or GED required.
  • Completion of college coursework or vocational training in construction technology, architecture, engineering, or a related field preferred.
  • Two (2) years of experience in building inspection, plan review, construction, or a related field.
  • ICC Certification as a Residential Plans Examiner and/or Building Inspector or ability to obtain within one year of hire.
  • ICC Certification as a Commercial Plans Examiner and/or Building Inspector or ability to obtain within one year of hire.
SPECIAL REQUIREMENTS 
  • Valid Arizona Driver's license or ability to obtain one prior to employment.

  • Review residential, commercial, and industrial building plans for compliance with applicable codes, ordinances, and regulations.
  • Conduct on-site inspections to ensure construction aligns with approved plans and adheres to safety standards.
  • Advise architects, engineers, contractors, and the public on building codes, permit processes, and construction guidelines.
  • Maintain accurate and detailed records of plan reviews, inspections, and project progress.
  • Issue correction notices, approvals, or stop-work orders when necessary to ensure compliance.
  • Participate in pre-construction meetings to provide technical guidance and address potential challenges.
  • Attends professional development workshops and conferences to keep abreast of trends, developments and updates to building codes and standards.
  • Foster a positive relationship with the community by responding to inquiries and resolving concerns with professionalism and care.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
  • Provides excellent customer service to the general public, development community and internal departments. 
  • Prepares professional written correspondence in accordance with City and department policies.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and immediately reports unsafe activity and conditions to supervisor(s). 
  • Ensures safety of self while performing inspection on sites to include traversing, entering and exiting sites.  Recognizes appropriate OSHA requirements and protocols are in place prior to placing self into the area of inspection.
PERIPHERAL DUTIES:
  • Serves as a member of various staff committees as assigned.
  • Assists staff members in City and department administrative functions as assigned.
  • Performs special assignments and related duties as required.
Necessary Knowledge, Skills and Abilities:
  • Knowledge of:
    • Building construction principles, methods, and materials.
    • National, state, and local building codes (e.g., IBC, IRC).
    • Inspection techniques and permit processes.
  • Skills in:
    • Interpreting and applying complex codes and regulations.
    • Effectively communicating technical information to diverse audiences.
    • Utilizing technology for plan review and record-keeping.
  • Ability to:
    • Exercise sound judgment and problem-solving skills in field and office settings.
    • Build collaborative relationships with contractors, colleagues, and the public.
    • Prioritize tasks and manage time efficiently in a fast-paced environment.
