What are the responsibilities and job description for the GIS Analyst position at City of Kingsport, TN?
Purpose
This position provides support for the development, implementation, and maintenance of the City of Kingsport Geographic Information System (GIS). This position requires knowledge, understanding, and experience applying GIS technology solutions to local government enterprise GIS.
Essential Functions
When assigned to e911:
- Maintenance the City of Kingsport’s e911 addressing GIS datasets and applications.
- Assigns and maintains addresses.
- Coordinates with e911 dispatch center to determine system and project requirements;
- Identifies and implements improvements to information flow procedures;
When assigned to Cartography:
- Prepares cartographic products as needed by City of Kingsport, other agencies and the public and performs related work as required.
- Creates maps, graphs, and other illustrations for various projects and technical reports.
- Maintenance the City of Kingsport’s GIS datasets and applications supporting Cartographic production.
When assigned to Utility Services:
- Maintenance of GIS datasets and applications that support Utility Services.
- Utilize GPS and spatial database support and development for the City of Kingsport’s GIS Division.
- Designs and implements data structures to support the GIS Division.
- Maintains and coordinates data sets including but not limited to water, sewer, zoning, city limits, etc.
- Primary contact in GIS Division for GPS data collection, correction and maintenance activities for various City departments.
- Coordinates with various divisions and departments to determine system and project requirements;
- Identifies and implements improvements to information flow procedures;
Applicable to all assignments:
- Performs technical work designing, developing, and implementing GIS applications in an enterprise GIS environment.
- Oversees the operation and maintenance of existing GIS databases and applications.
- Develops GIS procedures and solves spatial problems through techniques of GIS analysis.
- Prepares cartographic products as needed by City of Kingsport, other agencies and the public and performs related work as required.
- Works with GIS users to define functional requirements for GIS applications, and supports the GIS user base by monitoring user feedback, identifying technical problems and solutions, and maintaining software applications.
- Performs other duties as assigned.
Qualifications
When assigned to e911:
- Knowledge of theory and principles of addressing systems.
- Knowledge of e911 system.
- Know ledge of the application of GIS in emergency communications.
When assigned to Cartography:
- Knowledge of methods and principles of cartography.
- Knowledge of the application of GIS in Cartographic production;
- Knowledge of orthophotography and other image formats;
When assigned to Utility:
- Knowledge of the application GPS for data collection and maintenance.
- Knowledge of GPS principles and methods.
- Knowledge of Windows operating systems and administration.
Applicable to all assignments:
- Knowledge of GIS programming and systems analysis work.
- Knowledge of Esri software.
- Knowledge of methods and principles of database design.
- Skill in communicating effectively orally and in writing;
- Skill in establishing and maintaining effective relationships with city staff.
Education and Experience
Requires a Bachelor’s degree in geography, computer science, planning, engineering, or related field or an equivalent combination of education and experience equal to two to four years of experience with ESRI based products and technologies.
