HOUSING AND COMMUNITY DEVELOPMENT SPECIALIST
OFFICE OF STRATEGIC PLANNING & COMMUNITY DEVELOPMENT
Pay Grade/Class: SPA 3 (Non-Union)
Annual Salary Range: $73,235.18 - $80,837.93 (FY25)
POSITION SUMMARY:
The City of Malden seeks a highly organized, detail-oriented, and proactive Housing and Community Development Specialist to support the administration of the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. The Specialist plays an integral role in expanding the impact of the City's affordable housing and community development programs through effective program administration, reporting, and communication. The Specialist carries out this work under the supervision of the Deputy Director of Housing and Community Development and in collaboration with other OSPCD staff.
ESSENTIAL JOB FUNCTIONS and DUTIES:
- Assist the Deputy Director in managing grants to social service agencies, including reviewing and processing subrecipient contracts, draw requests, and quarterly reports.
- Assist in managing a portfolio of existing loans, including maintaining records and processing payments or modifications as needed.
- Administer down payment assistance program for first time homebuyers, including reviewing and processing applications.
- Assist in the resale of existing affordable homeownership units to new income eligible buyers.
- Prepare advertisements, marketing materials, and reports for HOME and CDBG Programs, and assist in data entry and updating and maintaining OSPCD website.
- Process purchase orders, invoices, and payments related to the CDBG and HOME programs, ensuring timely and accurate approvals consistent with written procedures.
- Verify accuracy and completeness of data, records, forms and documents, as required.
- Maintain HOME and CDBG written agreements, contracts, and program files.
- Prepare documentation for subordinations and loan payoffs for the HOME and CDBG Programs, as necessary.
- Attend training and meetings on behalf of the OSPCD on an as needed basis.
- Attend monthly board meetings and prepare meeting minutes.
- Research property ownership information on the Registry of Deeds.
- Other activities as directed by the Deputy Director, Housing & Community Development or the OSPCD Director.
QUALIFICATIONS:
- Bachelor’s degree preferred.
- Experience in municipal government, affordable housing, real estate, law, grant management, or another related field is preferred but not required.
- Strong organizational skills and multi-tasking abilities.
- Proficiency in Microsoft Office Suite and willingness to learn new software programs as needed.
- Strong verbal and written communication skills.
- Ability to analyze contracts or other legal documents as needed.
- Ability to work independently and as part of a team.
