 GENERAL DESCRIPTION OF DUTIES:

The purpose of this classification is to perform skilled inspection of new, existing, and altered buildings and structures to ensure compliance with local and state building codes, ordinances and regulations. Employees in this class possess considerable knowledge of building construction methods, materials, and principles, as well as applicable city, county, regional, and state regulatory practices.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Inspects new and existing residence, business, commercial and other buildings and structures for conformance with regulated safety and other requirements of established state and regional codes, ordinances, and regulations.
  • Checks permit numbers and approved plans on site for the purpose of comparing documented data to actual work performed.
  • Renders approval or disapproval of inspected sites regarding the issuance of building permits or stop work orders.
  • Issues stop work orders for any construction without evidence of permits or licensure, or conducting activities in violation of established codes, ordinance and regulations.
  • Investigates complaints of defective projects which are reported; notifies responsible parties of defects, and issues oral and/or written instructions for correction.
  • Performs second inspections and reports for compliance or non-compliance to previous violations.
  • Inspects existing areas and plans for new construction for compliance when applicable.
  • Advises builders, owners, contractors and architects on building and structural problems, and needed modifications of plans/specifications/blueprints to bring about compliance.
  • Prepares daily and monthly records and reports of inspections performed covering conditions found, actions taken, and recommendations made for further action, as well as names of owners, builders and addresses of inspections.
  • Attends and participates in workshops, meetings, seminars, and/or training opportunities regarding certification, to acquire current industry knowledge, and to maintain current knowledge of regulatory developments.

  5. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
  6. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  7. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

MINIMUM TRAINING AND EXPERIENCE:

  • High school diploma or GED;supplemented by five (5) years progressively skilled construction trades experience in at least one of the critical disciplines, i.e., electrical, mechanical, plumbing, structural, fire.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position.
  • Must possess and maintain a valid Florida driver's license, class "E" and a driving record which meets or exceeds minimum City driving standards.
SPECIAL REQUIREMENTS:
The Department of Business and Professional Regulations requires incumbents to be certified and licensed. The City of Naples requires incumbents hired in the capacity of Building Inspector I to acquire a Provisional State Building Inspector License within 120 days of hire, and a Standard State Building Inspector License within one (1) year of acquiring a Provisional State Building Inspector License.

OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

Physical Ability
: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, odors, dust, wetness, humidity, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, and toxic/poisonous agents.
