ESSENTIAL JOB FUNCTIONS & OTHER IMPORTANT DUTIES:

Essential Job Functions:

  • Participate in the selection, training, motivation, and evaluation of assigned personnel; provide and/or coordinate staff training and licensing; work with employees on performance issues; recommend/initiate discipline, as appropriate.
  • Ability to plan, direct and manage multiple broad, comprehensive public works programs and activities concurrently.
  • Ability to analyze complex engineering and maintenance issues and problems, evaluate alternative solutions, develop sound conclusions, recommendations, and courses of action and present proposals and recommendations clearly and logically.
  • Demonstrated ability to review plans and specifications for compliance with City requirements.
  • Establish, develop, implement, and monitor long-term plans and priorities focused on achieving the goals and objectives of Public Works.
  • Evaluate bid documents for a variety of public works related design, construction, and maintenance projects, recommend contract awards, and coordinate, review and approve contractor’s performance.
  • Analyze, evaluate, and approve or recommend approval for a wide variety of technical testing related to water, wastewater, and street construction and maintenance for compliance with applicable Federal, State and City requirements.
  • Plan, organize, direct, coordinate, review and evaluate the performance and approves the work of consulting engineers, contractors and others involved in public works maintenance and construction.
  • Develop clear, concise, and comprehensive technical reports, correspondence, and other written materials in a timely and effective manner.
  • Establish and maintain effective working relationships with staff, developers, engineers, contractors, governmental and regulatory officials, and others encountered in the course of work.
  • Utilizes knowledge of applicable federal, state, and local law, codes and regulations governing the administration of public works functions and activities.
  • Utilizes knowledge of principles and practices of public administration, including budgeting, purchasing and the maintenance of public records.
  • Reviews and advises on development plans and permits for work in City rights-of-way.
  • Utilizes power tools, heavy and light equipment, motorized equipment, hand tools, repair and maintenance equipment, City-owned vehicles and equipment, and computer/office equipment.
  • Travels to inspect treatment plant facilities and to attend meetings, conferences, and training.
  • Prepares annual budget requests and includes projections for equipment replacement or capital improvement projects.
  • Conducts and participates in regular staff, City Council, and management meetings.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

Additional Important Duties:

  • Responsible for ensuring compliance with all state, federal and local regulations relating to water, wastewater, streets, and facilities.
  • Works closely with other department heads, engineers, developers, or contractors with public works projects.
  • Oversees and manages the daily operations of the Streets Department including directing and monitoring of all Street personnel.
  • Supervises, oversees, and manages the daily operations of the Street Division including implementation of road maintenance, improvements and construction, maintenance and installation of all traffic signs and markings, and troubleshoots streets drainage and storm water diversion issues.
  • Oversees and manages the daily operations of the Water Division including monitoring regulatory requirements for safe potable water, running new lines to connect new residential or business developments and inspecting the maintenance and repairs of water lines and services.
  • Coordinates emergency repairs and outlines materials and personnel to make repairs.
  • Performs director/administrative level personnel duties, including recommendations for hiring and termination, work scheduling, and performance evaluations.
  • Oversees and manages the daily operations of the Wastewater Division including monitoring all regulatory requirements for the collection and treatment of wastewater and sewer lines, running new lines to connect new residential or business developments, inspecting and overseeing the maintenance and repairs of sewer lines and services.
  • Directs the operation of Supervisory Control and Data Acquisition (SCADA) automated computer operation control system for water collection and distribution.
  • Counsels, disciplines, evaluates develops, and directs assigned staff.
  • Reviews plans, specifications, and blueprints for current and future water and wastewater construction and streets construction projects.
  • Prepare annual budget for Public Works, which include water, water treatment, wastewater, streets, and drainage.
  • Meets with and coordinates projects with the City Manager, Development Services Director, and project managers, consultants, contractors, or inspectors.
  • Provides technical assistance or guidance on issues related to construction projects including regulatory, trades, codes and ordinance requirements or changes.
  • Conducts ongoing field inspections of streets, and drainage projects to monitor quality control and project efficiency.
  • Meets with field supervisors to discuss and resolve problems that arise during construction or repair projects or with citizen related issues.
  • Conducts ongoing field inspections of water and wastewater pumps, motors, and lift stations to monitor the maintenance and replacement of equipment or new construction requirements.
  • Responds to inquiries and complaints from residents, businesses, contractors, consultants, code officials and engineers related to water or wastewater/sewer problems or issues and streets or drainage problem issues.
  • Monitors the daily, monthly, and quarterly collection, submission for testing and regulatory reporting requirements for safe potable water and the collection of sewage and wastewater.
  • Attends regulatory meetings to determine any proposed changes to the regulations and the impact on the Water and Wastewater division's practices, procedures, and facilities.

JOB REQUIREMENTS:

Required Knowledge and Skills:

  • Knowledge of construction, maintenance, upgrade and improvement techniques for municipal streets, roads, signs and marking, drainage projects and for municipal water, wastewater collection and distribution systems.
  • Knowledge of inventory control and purchasing procedures for water and wastewater equipment, street equipment, materials, parts, and supplies.
  • Knowledge of computers and related equipment, hardware, and software applicable to the assignment including SCADA.
  • Knowledge of the occupational health and safety rules, regulations, and practices.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Skill in conducting field inspections and detecting necessary maintenance and repairs of pumps, motors or lift station equipment and repairs of streets and drainage systems.
  • Skill in planning and implementing departmental and division procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.

Preferred Education, Experience, and Certifications:

  • Bachelor's degree in civil or mechanical engineering or other closely related field, or Seven (7) years of progressive experience with increased responsibilities in engineering or public works within roadway, drainage, water treatment, distribution, wastewater collections, constructions, and maintenance., and five (5) years municipal government experience, three (3) years of which is in a managerial or supervisory role; or equivalent combination of education and experience.
  • Must pass a pre-employment drug screen, criminal background, and a MVR check.
  • Must possess valid State of Texas Driver License.

ENVIRONMENTAL FACTORS & CONDITIONS/PHYSICAL REQUIREMENTS:

  • Work is performed in office, construction, and treatment facility environments.
  • May be subject to repetitive motion such as typing, data entry and vision to monitor.May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling, or lifting such as when reviewing plans, specifications and conducting inspections.
  • May be subject to operating heavy equipment and power tools.
  • May be subject to working extended hours and responding to emergencies on an on-call basis.
  • May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air, and water borne pathogens, poisonous insects, and wild animals common to water, wastewater, and underground utilities.
  • Must be able to lift to 50 pounds. MARGINAL FUNCTIONS:
  • Able to operate GIS mapping system, personal computer, and all light and heavy equipment.
  • Work extended hours in extreme heat, cold, and inclement weather.
  • Ability to walk long distances (up to 5 miles).
  • Subject to 24-hour call.
  • Computer skills including use of internet, electronic mail, and network.
  • Provide services to the public when emergency conditions warrant it, either in preparation for, or as a reaction to, one or more disastrous events such as: a civil disturbance, hurricane, tornado, earthquake, flood, ice storm, fire, chemical accident including a hazardous material spill, possible public exposure to hazardous conditions, or other disasters which threaten the safety of the citizens.

PHYSICAL DEMANDS

May be exposed to dangerous machinery, hazardous chemicals, potential physical harm and/or exposure to extreme weather conditions.

While performing the duties of this job, the employee is regularly required to sit; use hands; talk and hear.

The employee is frequently required to walk, sit, and reach with hands and arms.

The employee must occasionally lift and/or move up to 25 pounds.

Specific vision abilities required by this job include close vision.

Equipment and Tools Utilized:

Equipment utilized includes personal computer, copier, calculator, fax machine, other standard office equipment, 2-way radio, cellular telephone, heavy equipment, power tools, and department vehicles.

CONDITIONS OF EMPLOYMENT

Must pass a pre-employment drug screen and background check. Employees are subject to random drug/alcohol testing throughout their employment.

Must have and maintain a satisfactory driving record.

REGULAR ATTENDANCE IS REQUIRED.

Employees in Essential Services Positions will be required to provide services in the course and scope of their employment for the benefit of the public during emergency situations that threaten the safety of Palestine’s citizens.
