What are the responsibilities and job description for the Cross Connection Technician position at City of Panama City Beach?
- Coordinates and provides technical support for the city’s cross-connection program.
- Monitors the installation of new commercial reclaimed irrigation systems and potable water backflow devices.
- Works with the Utilities Director on reclaimed and potable water systems.
- Enforces backflow compliance with the city’s cross connection control program for commercial and residential customers.
- Makes presentations regarding the city’s cross connection control program and backflow prevention systems to the public.
- Coordinates connections to the reclaimed water system; inspects new and existing reclaimed water applications for code compliance.
- Maintains documentation and computer database; produces regulatory reports.
- Updates customer contact information and schedules inspections.
- Replaces worn or damages signage and curb markers related to reclaimed water.
- Performs related duties.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
- Technician I – Must have graduated from standard high school/GED; should have some post high school education in a technical field; must have backflow tester certification issued by the FW&PCOA or obtain within six (6) months; must obtain certification as Reclaimed Water Field Site Inspector within twelve (12) months; should possess a Class “C” Distribution system certificate.
- Technician II - Must have graduated from standard high school/GED; should have some post high school education in a technical field; must have backflow tester certification issued by the FW&PCOA or obtain within 6 months; must obtain certification as Reclaimed Water Field Site Inspector within twelve (12) months; should possess a Class “B” Distribution system certificate.
- Technician III - Must have graduated from standard high school/GED; should have some post high school education in a technical field; must have backflow tester certification issued by the FW&PCOA or obtain within 6 months; must obtain certification as Reclaimed Water Field Site Inspector within twelve (12) months; should possess a Class “A” Distribution system certificate.

SUPERVISORY CONTROLS
The Utilities Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines include Florida statutes, the Florida Administrative Code, AWWA guidelines, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

- The purpose of this position is to perform technical duties in the enforcement of cross connection control program standards. Successful performance reduces the chances of cross connection contamination.
