The City of Pasadena's Parks, Recreation and Community Services Department is currently seeking a Recreation and Community Services Superintendent (Aquatics & Sports) to oversee paraprofessional staff, manage a variety of community services and recreation programs, coordinate/ plan events, and activities within the Robinson Park Recreation Center. The Recreation and Community Services Superintendent (Aquatics & Sports) will provide diverse community services, citywide recreational programs including aquatics, sports, afterschool, fitness, special events, recreational classes, department-wide safety, training, and outreach efforts.
The ideal candidate will possess thorough knowledge of the theories, principles, practices and methods of planning, supervising, developing and implementing a variety of community service and recreation programs and activities. The major responsibilities of this position are listed below. For more detailed information, please review the job description.- Plans and implements citywide sports, aquatics, and recreation programming.
- Establishes plans and priorities for long-term division and department, and goals.
- Coordinates the operation of various programs and services in a variety of sites.
- Inspects facilities and programs for safety and compliance with City standards and regulations.
- Oversees and provides input into the care of the athletic fields, recreation centers, gyms, and aquatic facilities.
- Plans or participates in the planning of recreation services offered at sites.
- Monitor and analyze the effectiveness of ongoing activities at assigned centers and programs.
- Reviews analytical reports and make appropriate determinations and recommendations.
- Consults with staff to obtain ideas and support new or improved procedures and plans for programs.
- Provides guidance to subordinate supervisors on dispute resolution activities.
- Resolves problems and recommend appropriate action. Prepare and monitor the section budget.
- Assists with the development and monitoring of the department budget.
- Prepares complex comprehensive documents on analysis, studies, special reports, and recommendations.
- Prepares specifications for the purchase of supplies and equipment.
- Supervises directly and through subordinate supervisors assigned staff.
- Enforces personnel rules and regulations and work behavior standards firmly and impartially.
- Recommends hiring, termination, transfers, discipline, merit pay or other employee status changes.
- Act as a liaison and coordinator with other city agencies and organizations that provide services to special groups of citizens such as youth, adults, disabled, senior citizens and others. Attend City Council, professional meetings and other gatherings to represent the department.
- Coordinates activities for athletic, aquatic, senior, special events, and all day to day operations.
- Provides technical assistance and supervision to coordinators, specialist, and instructors to develop programs.
- Reviews and interprets municipal policies regarding parks & recreation and implements these policies.
- Prepares and manages budgets for section and submits periodic operational and financial reports while developing long range plans for the division.
- Plans all equipment, facilities, and personnel necessary for daily operations and purchases materials and equipment as needed.
- Administers the plans and programs of the recreation sports, aquatics, after school adventures program, special events and fitness center.
- Supervises use of recreational facilities such as swimming pool, tennis courts, ballfields, gymnasiums, pickleball courts, parks, , and recreation buildings.
- Confers with civic groups, citizens, and organizations on division matters.
- Investigates citizens’ complaints and take or recommend appropriate action.
- Ensure safety rules and regulations or practices are observed in the performance of all duties.
- Conducts site visits to ensure City procedures, regulations, and standards are followed
- Performs other duties assigned by the Recreation and Community Services Administrator. Implements all Federal, State, and local laws, codes, policies, and regulations.
- Evaluates program attendance, participant responses, and costs, and make recommendations regarding the continuance of programs.
- Responsible for maintenance and execution of water safety program.
- Review and act on incidents, inspections, and daily operating reports.
- Ensure proper completion of all annual and daily safety inspections.

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance, such as:
Bachelor's degree in social work, sociology, public or business administration, recreation, physical education or a closely related field.
Five years recent increasingly responsible professional experience in planning, developing and implementing a variety of community services, recreation, educational and health programs and activities.
Four years experience in a supervisory or managerial capacity.
Highly desired qualifications:
Master's degree in recreation management or a closely related field.

- Cardiopulmonary Resuscitation (CPR) and First Aid
The selection process may consist of a combination of training and experience evaluation, Subject Matter Expert (SME) review, performance, structured interview panel, and/ or department-level interviews.
