DEVELOPMENT SERVICES
MAJOR FUNCTIONS:
Performs complex supervisory, administrative, and technical work directing all operations and divisions of the Development Services, Building and Zoning Department, including Building, Zoning, Code Enforcement, Business Tax Certificates, and Permitting. Work is performed under the direction of the City Manager.
ESSENTIAL DUTIES:
- Formulates all work plans, programs, schedules, and operating policies relating to all building, zoning, code enforcement, business tax certificates, and permitting activities
- Directs and participates in the selection placement, promotion, training, safety, discipline, and appraisal of all Building, Zoning, and Code personnel
- Responsible for the preparation of the department’s annual budget request and implementation.
- Oversees the inspection, enforcement, and compliance of codes, laws, and ordinances related to all construction within the City
- Reviews evaluate and approve architectural, building, and engineering plans. Examines and interprets applications, blueprints, construction plans, and specifications for electrical, building, plumbing, and mechanical permits.
- Inspect residential and commercial construction, alterations and repair activities on residential, industrial and commercial building sites to comply with approved plans. Inspects structures for compliance with codes and safety criteria / Condemns unsafe structures and initiates demolition procedures when necessary.
- Evaluates the City’s building, code enforcement, and zoning needs and make procedural and operational recommendations to the City Manager.
- Serves as the staff liaison to the Board of Adjustments
- Receives and investigates inquiries and complaints regarding building construction, zoning, and all municipal codes.
- Provides information regarding the department’s policies, services, and procedures
- Attends all City Council Meetings / Performs related non-essential duties as required.
· Manage and direct building inspection processes
· Provide consultation to City Council, CRA, and staff during pre-construction, construction, and post-construction processes
· Conduct inspections necessary for the performance of CRA projects
· Create, disseminate, and store inspection reports
· Participate in all construction planning sessions
· Review all permit applications related to CRA projects
· Inspect all CRA-funded redevelopment mini-grants prior to construction and at the completion of the project
KNOWLEDGE:
Thorough knowledge of the current Florida Building Code, Congress International Standard Codes, and other municipal, state, and federal regulatory codes related to the construction, alteration, and repair of residential, industrial, and commercial structures. Ability to examine and interpret blueprints, construction plans, and specifications. Knowledge of the principles and practices of municipal planning, including Florida’s growth management laws (i.e., land development regulations and comprehensive plans). Ability to establish working relationships with elected officials, City Board and Council members, City employees, other federal, state, and local governmental representatives, architects, developers, realtors, engineers, contractors, consultants, professional and technical groups, and the media and the general public is essential.
REQUIREMENTS:
Applicant must possess a State of Florida Building Code Administrator license in accordance with Florida State Statutes Chapter 468. Applicant must maintain current certification by the State of Florida as a Building Official. Applicant must be a Certified Floodplain Administrator. Applicant must have a valid Florida Driver’s License and driving record suitable for the insurance provider.
EXPERIENCE:
Prefer successful candidates to have a minimum of ten (10) years of progressively responsible experience in duties related to building construction, inspection, and/or design, or in the administration and enforcement of regulatory controls, including five years in a supervisory capacity in architecture, engineering, inspection, contracting or construction. A comparable amount of training or experience may be substituted for the minimum educational qualifications.
EDUCATION:
Graduation from an accredited college or university with an associate’s degree in engineering, building construction, or a related field; or an equivalent combination of training, education, and experience
