This position plays a critical role in planning and directing the procurement activities for the City. In this role, you’ll be responsible for establishing city-wide policy and procedures for procurement. You will closely collaborate with leadership, business leads, project managers and other city team members to ensure compliance with North Carolina General Statutes, federal law, and other applicable, laws, regulations and policies related to procurement.

The Procurement Division is responsible for the overall conduct or provide oversight of all purchases of City of Raleigh materials, equipment, supplies, and services. The Division strives to make a difference in our community, while ensuring compliance with laws and regulations, maintaining excellent communication and customer service, offering transparency in City buying decisions, and promoting opportunities to ensure equitable growth and eliminate disparities.
This position is eligible for a hybrid work schedule after an established period of onboarding has been completed.
Duties and Responsibilities
- Provides leadership and develops, recommends and implements city-wide procurement policies and procedures to improve operational effectiveness and enhancements to services and programs
- Manages foundational elements of City procurement process to include procurement systems administration and ensures compliance with changes in the procurement process, as required by law or policy changes
- The employee directs and supervises the operation of a large staff of professionals in specialized purchasing areas and contract management. Provides recruitment, hiring, onboarding, recognition, staff development, performance management, coaching, and progressive discipline, as needed
- Advises department leadership and other personnel regarding market conditions, trends in business laws, methods, markets and procurement practices and procedures
Typical Qualifications
Education and Experience:
Bachelor's degree in supply chain administration, business administration, finance or directly related field and six (6) years of progressively public procurement experience which includes experience with large, complex purchases and contract administration, including at least two (2) years in supervisory responsibilities. Experience directly with a municipality, county, state, federal or other governmental agency is strongly preferred for this position.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Preferred Qualifications:
- Public procurement experience directly within a municipality, county, state, federal or other governmental agency

Procurement Certification from accredited organization or university, or the ability to obtain within two (2) years of hire
- The City may provide sponsorship for the certification program
Additional Information
Knowledge, Skills, and Abilities:
- Thorough knowledge in general procurement and purchasing procedures and regulations of the State of North Carolina, Federal Laws and Local Government
- Effective oral and written communication to manage relationships with customer departments, exercising good judgment, tact, and diplomacy
- Leading the execution of the strategic sourcing methodology for high-value, complex requisitions, collaborating with City Departments and end-users as required/appropriate
- Identifying sources of supply, usually assist in specification development and bid evaluation
- Exhibiting strong strategic thinking capability with a high level of negotiation skills
- Performing risk analysis and recommend action to minimize risk
- Providing subject matter expertise throughout all phases of the procurement process
ADA and Other Requirements:
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body.
Working Conditions:
Work is routinely performed in an indoor, office environment.
