The Housing Authority provides affordable housing opportunities through a variety of mechanisms and programs. Among the powers, duties and functions of the Housing Authority are the ability to acquire, construct, finance, operate, rehabilitate, refinance, and develops dwelling units for persons of low or moderate income. The Housing Authority oversees the federal HOME Investment Partnerships Program and state Permanent Local Housing Allocation grants. The Human Services leads the nonprofit collaborative to identify gaps and needs in programming, works with residential property owners to identify residents needs to achieve housing stability, and oversees the federal Emergency Solutions Grant. The Community Development Block Grant (CDBG) oversees the U.S. Department of Housing and Urban Development Annual Action Plan and Five-Year Consolidation Action Plan and oversees the federal CDBG and Housing for Opportunities for Persons with AIDS (HOPWA) grants.
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
- Negotiate and administer agreements with consultants and contractors.
- Participate in the development and administration of the Department's budget; forecast the needs additional funds for staffing, equipment, materials and supplies; manage the monitoring of and approval for expenditures; direct the preparation of and implement budgetary adjustments are necessary.
- Coordinate the Housing and Human Services work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
- Coordinate Housing and Human Services activities with those of other departments and outside agencies, organizations and residents.
- Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to Housing and Human Services programs, policies and procedures as appropriate.
- Direct research, program evaluation, grant preparation, compliance monitoring, and reporting activities.
- Serve as an advisor to elected officials and appointed boards, commissions, administrative committees and citizen's committees on Housing & Human Services matters.
- Conduct public hearings, make public presentations, and represent the City when serving on committees, attending meetings, and working with private-sector businesses and non-profits.
- Maintain working relationships with federal, state, county, local departments, and the public.
- Select, supervise, train and evaluate professional, para-professional, technical and administrative support staff.
- Assist the Director in planning, preparing, justifying, and implementing the department budget and in administering personnel actions.
- Acts on behalf of the Director, resolving department-wide issues that arise when the Director is absent.
- Perform other related duties as assigned.
Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in urban planning, public or business administration or a closely related field.
Experience: Five years of progressively responsible administrative and supervisory management experience in affordable housing, or a closely related field.
Prior experience in a comparable, diverse, high-performing organization
Advanced experience in successfully managing a large multi-faceted housing, government, or social services organization including at least five years in a senior management capacity
Master's degree is highly desirable
