The Clean Water Program / Special Infrastructure Projects Program Manager is responsible for day-to-day operations, long-range strategic planning, regulatory compliance of the City of San Ramon’s clean water program, and managing the City’s special infrastructure projects, which are large-scaled capital improvement projects that are complex in nature and could involve multiple regulatory agencies, stakeholders, and funding sources.

CLEAN WATER PROGRAM

This is primarily a sedentary office classification although standing and walking between work areas may be required. CLEAN WATER PROGRAM
- Assuring overall compliance with the City’s Municipal Regional Stormwater Permit.
- Working with inspectors, engineers, the public, and others to solve and manage clean water program issues.
- Attending Contra Costa Clean Water Program (CCCWP) regional meetings.
- Ensuring City facility compliance with hazardous waste and stormwater regulations, including inspections and reporting.
- Leading stormwater outreach, public education, technical assistance, website, social media, and customer service efforts.
- Preparing the City’s annual report to the Regional Water Quality Control Board.
- Preparing the City’s annual National Pollutant Discharge Elimination Program (NPDES) Budget and reviewing the CCCWP Budget.
- Serving on multi-jurisdictional regional and Countywide committees to coordinate stormwater regulatory compliance and public education efforts.
- Oversees or coordinates advanced and complex engineering and related studies, evaluates alternatives, makes recommendations, and presents reports to the City/District Engineer, the Director, and/or the City Council.
- Serves as project manager on special infrastructure projects including: defining project scope; selecting consultants; negotiating contracts; preparing amendments and change orders; preparing and monitoring project schedules; monitoring, reviewing, and coordinating project design and construction; evaluating contractor’s requests for extra work; enforcing terms of contracts; processing payments and change orders; coordinating projects with businesses, utilities, and other City departments; conducting field and construction site inspections; and resolving contract disputes.
- Performs project development, including finalizing scope of projects, preparing bid summaries, conducting bid openings, and preparing project budgets and cost estimates.
- Directs or coordinates the preparation of designs, specifications, plans, estimates, and reports for special infrastructure projects.
- Monitors and directs or performs day-to-day operations of the assigned program to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively; takes corrective action as necessary and, where subordinates are present, may relieve them of the most difficult, sensitive or controversial projects within the program.
- Develops and monitors the program's budget; oversees financial well-being of the program by analyzing cost effectiveness and exercising cost controls; prepares, submits and justifies budget enhancement requests to the City/District Engineer or Director.
- Plans, organizes, administers, reviews and evaluates the work of subordinate professional, technical, support and operational staff where present, through subordinate supervisors and lead workers, as required.
- Provides for the selection, training, professional development and work evaluation of subordinate staff and makes recommendations on hiring, termination, promotion and discipline as required.
- Monitors and stays abreast of technological, legal and operational changes that affect the activities and work processes of the program; makes recommendations for and develops and carries out improvements to the program to meet changing mission parameters and requirements.
- Confers with and represents the program and the department in meetings with other City departments and divisions; serves as the City representative with a variety of public, business and community groups and organizations; fosters collaborative working relationships to the benefit of the program and the department.
- Prioritizes and allocates available program resources; reviews and evaluates program and service delivery, makes recommendation for and executes changes in operations to ensure maximum effective service provision; assists in developing new program function elements, including researching, compiling and analyzing supporting data.
