DISTINGUISHING FEATURES OF THE CLASS:

This position involves performing a variety of accounting and business management duties related to functions in the Finance Department of the City of Schenectady. The incumbent is responsible for overseeing the maintenance of financial records, preparing financial reports and maintaining automated accounting systems. Work is performed under the general direction of the Commissioner of Finance with considerable leeway permitted for the exercise of independent judgement in carrying out assigned duties. Supervision is exercised over certain Finance division staff. The Deputy Commissioner of Finance does related work as required.

TYPICAL WORK ACTIVITIES:

  • Primarily responsible for managing and maintaining the financial accounting system;
  • Ensures proper accounting and internal control procedures are maintained;
  • Establishes and oversees the maintenance of individual accounts for special projects;
  • Supervises the Accounts and Disbursements, Receipts, and Purchasing Units;
  • Prepares or supervises preparation of various State, Federal and other claims for reimbursement;
  • Prepares or supervises preparation of financial reports and financial statements in accordance with applicable laws, rules and regulations;
  • Prepares or supervises preparation of the City’s annual financial report to New York State;
  • Assists the Commissioner of Finance and the City’s independent auditor in the production of the City’s financial statements;
  • Assists the City’s Mayor and Commissioner of Finance in the development and management of the City’s annual budget;
  • Assists with strategic fiscal management; The deputy works closely with the Commissioner of Finance to manage the City’s fiscal condition and to participate in the development of the City’s long-term strategies;
  • Presents various items to the City council for consideration and appropriate action;
  • Participates in addressing requests for information on municipal finances;
  • Represents the Commissioner of Finance as needed with the public, City Council, other governmental agencies and private organizations;
  • Takes charge of the department in the absence of the Commissioner of Finance;
  • Performs a variety of related duties, to include preparation of analytical reports, as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of the principles and practices of public/governmental fiscal administration, including internal auditing, accounting and fiscal management; Thorough knowledge of the principles, practices, and terminology of general and governmental accounting; Thorough knowledge of financial administration including budgeting and reporting; Good knowledge of office terminology, practices and procedures and business mathematics; Ability to communicate clearly; Ability to prepare and analyze complex financial and statistical records, reports and financial statements; Ability to prepare and present complex oral and written reports clearly and concisely; Ability to plan and direct the work of others; Ability to operate a computer terminal; Ability to perform close, detail work involving considerable visual effort and strain; good judgement.

MINIMUM QUALIFICATIONS:

(A) Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Accounting, Public Administration, Business Administration or Finance and shall have three (3) years of experience in financial planning, budgeting, or governmental accounting; OR

(B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Accounting, Public Administration, Business Administration or Finance and shall have five (5) years of experience as defined by the limits of (A) above; OR

(C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.

Job Type: Full-time

Pay: $100,000.00 per year
