The City of Sioux City is seeking a highly motivated and detail-oriented Pretreatment Manager to lead our efforts in managing and enforcing the City of Sioux City's National Pollutant Discharge Elimination System (NPDES) industrial pretreatment program. Some of these programs include: industrial pretreatment,FOG (fat, oil, and grease)other environmental compliance programs This position ensures compliance with Federal, State, and local regulations while protecting the City’s wastewater and stormwater systems. The successful candidate will lead a team, manage permitting processes, maintain regulatory compliance, and support industrial, commercial, and residential users within the City. The ideal candidate will have a strong background in environmental science, wastewater treatment, or industrial pretreatment, with proven leadership experience to supervise and develop a dedicated team. Under the general direction of the WWTP Manager, manages the administrative and operational activities involved in the City of Sioux City's National Pollutant Discharge Elimination System (NPDES) industrial pretreatment program.The Wastewater Treatment Plant operates 24 hours a day, 7 days a week. The schedule will be Monday through Friday, 7:30 a.m.- 4:00 p.m. Our employees are required to reside within 30 miles of the City of Sioux City limits which extends to other adjoining states; Iowa, Nebraska and South Dakota.Special Requirements: Must possess and maintain a valid drivers license throughout the length of employment. Must obtain a State of Iowa Grade 2 Wastewater System Certification within four (4) years of date of hire.
EXAMPLE OF DUTIES
Plans, develops and implements the programs and projects associated with the industrial pretreatment program in accordance with Federal, State, and local regulations. Supervises and evaluates the work of a subordinate staff; effectively recommends personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, safety practices and policies, disciplinary procedures and administers personnel and related policies and procedures.Evaluates industrial pretreatment, fat, oil, and grease (FOG), reuse, storm water, and NPDES regulations, wastewater treatment plant operation and industry needs for implementing the city’s industrial pretreatment program. Issues, maintains, and reviews permits for all necessary users.Ensures that industrial users are in compliance with pollutant discharge permitting; interviews company personnel to assess discharge procedures and compliance accordingly.Reviews, updates, and enforces applicable city ordinances. Coordinates with lab personnel at the wastewater treatment plant to ensure continuing compliance with the City’s industrial requirements. Addresses inquiries and problems from industrial, FOG and storm water sewer users and handles citizen concerns and complaints regarding the industrial pretreatment program.Responsible for odor control, FOG, and Hauled Waste programs.Plans, develops and implements regulations associated with the sister city 28E agreements. Advises industry, commercial and residential representatives on various toxic and hazardous waste regulations and technical requirements. Responsible for advising industry of the proper type of pretreatment system needed to deal with industrial and commercial wastes of all kinds.Monitors for compliance with the terms of discharge and industrial permits; conducts sampling, tests, inspections, and re-inspections to ensure compliance and/or violations have been corrected.Coordinates information that has an impact on the City’s wastewater and storm water collection systems and the residential, business and industrial users of the system.Attends all meetings concerning industrial waste and FOG, and may attend meetings related to storm water, wastewater treatment, and laboratory operations.Responsible for identifying new industries and conducting a periodic sewer use survey. Develops and implements environmental programs as required by environmental laws, e.g., Dental Amalgam Rule.Establishes goals and objectives for the pretreatment division.Prepares, mails, and files a variety of reports and correspondence, including non-compliance notices. Performs data entry in required recording, e.g., maintains records and files of users/permits, violations, corrective measures.Works with other staff and entities to carry out pretreatment program regulations.Develops, recommends and administers an annual budget including tracking and approving expenditures.Assists in the purchasing of equipment, materials and supplies by conducting research, writing specifications, reviewing bid responses and interfacing with vendors.Maintains regular and punctual attendance and working hours.Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.
SUPPLEMENTAL INFORMATION
Must possess and maintain a valid driver’s license throughout the length of employment. Must obtain a State of Iowa Grade 2 Wastewater System Certification within four (4) years of date of hire.Graduation from an accredited college or university with a Bachelor’s degree in chemistry, biology or environmental science or a related field And two (2) or more years of full-time work experience in pretreatment, wastewater, or sewer environmental programs; orGraduation from an accredited college or university with an Associate’s Degree in chemistry, biology, environmental science or a related science field and four (4) years of full-time work experience in pretreatment, wastewater, or sewer environmental programs;orAny equivalent combination of experience and training that provides the required knowledge, skill and abilities necessary to perform the work.
