Incumbents in this position receive and evaluate telephone calls for emergency medical assistance and dispatch appropriate emergency response personnel. Incumbents are also responsible for making assignments to dispatchers and monitoring and training dispatchers. Work involves shift, holiday, weekend and overtime assignments.
Essential Functions and Responsibilities:
- This position functions as the lead in the EMS 911 dispatch center.
- Responsible for assigning tasks; monitoring progress and workflow, scheduling work and establishing work standards.
- Responsible for filling out checklist, daily group sheet, rotation sheet, daily time sheet and weather-related sheet.
- Receives, evaluates and assists in telephone calls for Emergency Medical Assistance, entering information into the computer records and completing the activity call logs.
- Responsible for training Dispatchers to receive emergency phone calls by interviewing the caller to obtain pertinent ambulance dispatch information.
- Responsible for making appropriate notification during major events, and interacting during emergencies with other sections and agencies.
Knowledge, Skills, and Abilities:
- Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
- Human Interaction: Requires the ability to persuade, convince, influence, train and monitor the performance of coworker, in favor of a desired outcome. Requires the ability to act as a lead person.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer-aided dispatch console, telephone, paging system, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as activity logs, time sheets, maps, street guides, standard operating procedures, technical operating manuals and guidelines.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, division and multiplication.
- Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in emergency situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
- Environmental Factors: Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions. Although incumbents are subject to stress by being involved by telephone with emergency situations.
- Physical Requirements: Requires the ability to sustain prolonged visual concentration. Requires the ability to speak clearly.
- Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks to evaluate callers during emergency situations and decipher colored maps.
Two years of experience as an Emergency Medical Dispatcher; plus a current Emergency Medical Dispatcher (EMD) Certification issued by the National Academies of Emergency Medical Dispatch. EMS Lead Dispatchers must maintain their EMD Certification while employed by the City of St. Louis. OR an equivalent combination of education, training and experience.

City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
