Job Overview
Responsible for updating and maintaining an accurate and up-to-date electric utility network model/Geographic Information System (GIS); assisting engineering and design staff; ensuring information entered into the GIS database remains accurate and consistent; operating Statesville Public Power’s Outage Management System (OMS) using ESRI’s Utility Network models.
Essential Duties and Responsibilities
NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville. Service to the citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description. - Responsible for maintaining and updating maps and records in GIS Enterprise in a timely manner with all asset and attribute data from completed workorders of new electric construction, line improvements, and other projects.
- Assists in development and maintenance of maps, map viewers, and other geo-spatial tools with the use of ESRI’s ArcGIS software, AutoCAD software, or similar programs in collaboration with the IT GIS team.
- Publishes geometric networks from ESRI to the OMS.
- Coordinates and manages electric GIS projects, including acting as a project manager.
- Receives and imports new site plans for future development within the Electric GIS database.
- Assist in the production of high-quality maps of various sizes and styles utilizing cartographic skills.
- Trains other electric employees in the use and applications of GIS and other associated programs.
- Perform occasional field verification of electric facilities using measuring instruments, GPS units, or other mobile methods.
- Analyze and accurately interpret information from tables, “as-built” documentation, designs, photos, notes, GPS data from various sources and translate to usable GIS formats i.e. pole inspection reports.
- Works with and assists the IT GIS Administrator in issues involving GIS hardware, software, and training to ensure the accuracy and efficiency of the system.
- Explores automation opportunities using GIS-enabled tools.
- Performs other duties as assigned.
Minimum Requirements
Education and/or Experience
-Associate degree in GIS, Computer Science, Information Technology, Information Systems, or a related field and four (4) years experience as a GIS Technician, Analyst, or similar role; or
-Six (6) years experience as a GIS Technician, Analyst, or similar role.
Supplemental Information
Knowledge, Skills, and Abilities
- Working knowledge of ArcGIS, SQL, and AutoCAD products along with Microsoft Office products such as Access, Excel, Word, and PowerPoint are preferred.
- General knowledge of the standard practices, materials and equipment used in GIS systems.
- General knowledge of basic utility distribution system design and mapping procedures.
- General knowledge of the North Carolina State Plane Coordinate Grid System.
- Ability to read a variety of reports, deeds, forms, maps, surveys, and indexes.
- Ability to prepare correspondence, forms, maps, etc., using prescribed formats.
- Ability to maintain high standards of accuracy in exercising duties and responsibilities.
- Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with users, department heads, external agencies, and vendors.
Job Related Physical Activity Requirements
This position involves sedentary work requiring the exertion of 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
