POSITION DUTIES AND QUALIFICATIONS
SUMMARY OF DUTIES:
Coordinates project activities, including contracts for services. Some positions manage rental properties. Provides information to neighborhood associations regarding City policies, processes, and procedures as it relates to neighborhood association organization, developing tools and methods for communicating with their members, establishing programs designed to improve neighborhood quality of life, and responding to inquiries through NOVA and other City customer intake systems.

The Capital Fund Coordinator position at the City of Tucson’s Department of Housing and Community Development (HUD) is responsible for managing complex projects, forecasting funds needed to complete projects and assisting in the development and implementation of project budgets and expense monitoring.

Work is performed under the supervision of the Community Services Manager. This position exercises supervision over community and housing personnel.
Duties and Responsibilities
- Identifies and develops scope including timelines for construction projects which modernize housing units. Inputs data into HUD subsystems such as Energy and Performance Information Center (EPIC), Public and Indian Housing Information Center (PIC) & Electronic Line of Credit Control System (eLOCCS) to manage the Capital Fund Program (CFP) budgets. Manages multiple projects and determines repair, maintenance and renovation needs of various types of units. Coordinates with experts from different areas for the duration of each project. Attends meetings, manages and monitors various aspects of the project and communicates with other departments and agencies.
- Forecasts funds needed to complete the projects to assist in developing, implementing and monitoring project budgets and expenditures. Monitors funding allocations and coordinates fund distribution along with various services. Reviews payments requests for approval to ensure all activity is within budget. Manages various funding sources by ensuring that all financial resources are allocated properly, spent in accordance with regulations and used efficiently to support affordable housing initiatives.
- Assists with the determination of which units will be best suited for Demolition and Disposition of Public Housing (Section 18), Leasing Public Housing (Section 23) or Rental Assistance Demonstration (RAD) conversion. Develops processes to assist with the resolution of organizational and procedural concerns. completing program client intake and qualification for program assistance. Assists in developing, amending and adhering to standard operating procedures, workflows and processes.
- Negotiates and drafts contracts to submit for review and monitors contract performance. Investigates and responds to complaints. Reviews reports and maintains files. Conducts site visits and provides technical assistance. Writes grant sections and completes grant applications, coordinates activities of staff and responds to management including public requests.
- Supervises support staff, provides guidance, training and performance evaluations. Ensures tasks are completed efficiently and on schedule. Participates in the recruitment process, including interviewing and selecting candidates. Reviews time-off request and balances workloads among team members.
- Performs all other duties and task as assigned.

MINIMUM REQUIRED QUALIFICATIONS:

Two (2) years of directly related experience

Full Hourly Range: $24.16 - 41.68 USD
