Opportunity/General Statement of Duties: Play a critical role in ensuring the safety and efficiency of the City's traffic infrastructure by installing, removing, repairing, and rebuilding electro-mechanical and electronic traffic control devices. This dynamic work involves fabricating, programming, and calibrating advanced equipment, as well as conducting rigorous testing both in the shop and in the field. Take on essential heavy construction tasks, including the installation of secondary service for street lighting and signal systems. Utilize expert troubleshooting skills to diagnose and resolve issues, ensuring optimal performance of traffic control devices. Additionally, provide valuable recommendations to enhance and modernize the City's infrastructure, contributing to a safer, more efficient transportation network for all.
2. Uses lift truck to clean, inspect, maintain and repair all pole and mast mounted equipment and traffic signal heads in the streets and around traffic.
3. Installs signal spans, cables, street lighting and signal mounted signs.
4. Installs electrical fixtures on utility poles and light standards, installs conduit, measures and rigs and/or pulls cable, splices and solders cable ends, tags, and lays underground cable.
5 .Replaces light standards, installs and rebuilds traffic control signals including digging trenches, installing conduits through ground, digging holes for signal standard bases, installing standards and heads, pulling in wires, and splicing in pull boxes.
6. Programs and upgrades controllers and emergency vehicle preemptions as directed.
7. Tests, diagnoses, and repairs traffic signals and other traffic control equipment damaged in accidents, installing new equipment, cables and rewiring as necessary. 8. Disassembles, cleans, inspects, repairs, reassembles, tests, diagnoses and adjusts traffic controllers and related traffic equipment and related facilities.
9. Prepares and maintains work orders/records pertaining to traffic signals and city owned streetlights.
10. Reviews engineering plans and schematics for new traffic signal and streetlight installations or modifications.
11. Review traffic signal and street lighting plans. Provide comments to engineering staff prior to construction.
12. Performs traffic signal and street lighting installation inspections. Responsible for visually examining and testing traffic signal systems to ensure they are functioning properly, complying with safety standards, and are installed correctly, often by conducting field inspections to identify issues and report necessary repairs or adjustments, while adhering to local and industry regulations like IMSA (International Municipal Signal Association) and National Electrical Code standards.
13. May perform leadership role when other employees are assigned to assist.

2. Considerable knowledge of the methods, procedures, materials, tools and equipment used in coordinating, installing, maintaining and repairing traffic control and signal equipment and related facilities.
3. Knowledge of safety practices and procedures.
4. Knowledge of telemetry, lighting, computer controls, programmable logic controllers (PLCs), fiber optics, and network technology.
5. Knowledge of electronic schematics and symbols.
6. Knowledge of applicable standards: electrical codes including NEC, state and local codes; and of Manual on Uniform Traffic Control Devices.
7. Ability to troubleshoot and repair complex traffic control equipment.
8. Ability to read and interpret blueprints, diagrams and charts; to use electronic and microprocessor testing and recording devices.
9. Ability to use and operate hand and power tools and vehicles and trucks with power lift attachments safely.
10. Ability to make appropriate judgments in troubleshooting, assessing and prioritizing emergency situations, and determining the appropriate method of repair.
11. Ability to retrofit old traffic signals.
12. Ability to work at heights of 30 feet or more.
13. Ability to complete confined space training and adhere to related safety standards.
14. Ability to communicate technical information effectively and respectfully to non-technical audiences to resolve customer issues and document work.
15. Demonstrates City's core competencies of customer orientation, fostering teamwork, personal performance management, and accountability.
Minimum Qualifications: Three (3) consecutive years' experience installing, maintaining and calibrating control or measuring devices comprised of solid state electronic or computer systems or combination of education, training, and experience which provides an equivalent background to perform the essential functions of the job.
Preferred Qualifications:
1. Three (3) consecutive years' experience as International Municipal Signal Association (IMSA) certified Level II Traffic Signal Technician is preferred.
2. Associates degree in Instrumentation and Control or a related subject.
Training/Licenses/Certifications:
1. Must possess or have the ability to obtain and retain a Washington State Commercial Driver's License with appropriate endorsements. The required license must be obtained within six (6) months of employment.
2. Must acquire certification as a Level II Traffic Signal Technician by the International Municipal Signal Association within three years.Contacts: Most of the employee contacts are with co-workers and involve the exchange of work related information. Occasionally, the employee will respond to public inquiries about signal and traffic controls and interact with vendors of electrical supplies.
Supervision: This position is supervised by the Transportation Operations Manager. Work is completed with a high degree of independence. This is journey-level, technical work performed under general supervision with special project work spot-checked and routine work subject only to applicable rules, standards, and regulations.
Accountability: The employee ensures that assigned duties are performed competently and efficiently and that all electrical codes are met.
Working Conditions: Frequently works in the field in all weather; under adverse conditions including noise, fumes, moving vehicles; in confined spaces and at heights around energized and high voltage equipment. Must stand, walk, bend, and kneel for extended periods of time. Requires lifting in excess of 50 pounds. Pole and signal installation and repair involve aerial work and many cable, wire and communications service installations require working underground in confined spaces.
Physical Requirements: Work is often performed in the field. Specific physical requirements and typical working conditions for this position are on file in the Administrative Services Department.
