The City of West Sacramento is actively recruiting for an Engineer to join the City's Flood Protection Division in the planning and delivery of complex single- and multi- objective flood risk reduction projects that support the West Sacramento Levee Improvement Program. The ideal candidate will have experience managing large-scale infrastructure projects, preferably in flood risk reduction, with excellent project management and communication skills. The Engineer works cooperatively with the Flood Team, other City departments, the CA Department of Water Resources, the Central Valley Flood Protection Board and the US Army Corps of Engineers in project delivery.

DEFINITION: 
Associate Engineer: The Associate Civil Engineer assists in the planning, design and management of public infrastructure and facilities including transportation facilities and sewer, storm drainage and water system facilities.

Senior Engineer: Under the direction of the assigned department head or designee, the Senior Engineer performs a wide variety of administrative, managerial, professional and technical tasks.EXAMPLES OF ESSENTIAL FUNCTIONS:   (Illustrative Only):   Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Examples of additional responsibilities/duties if assigned to:

Flood Protection Division:
  • Assists in the development and implementation of the West Sacramento Levee Improvement Program (WSLIP).
  • Assists in the development and monitoring of the Flood Protection Division budget.
  • Assists in the procurement and administration of consultant and construction contracts for the WSLIP.
  • Assists in the audit of field performance of construction to confirm accuracy of inspection and conformance with contract provisions, plans, specifications, sound construction practices, and appropriate regulations and rules relative to levee and other flood risk reduction projects.
  • Assists in the review of plans and specifications for design requirements and constructability.
  • Assists in training of Flood Protection Division staff to improve proficiency.
  • Conducts or assists in field survey and collection of data for planning and design of flood improvements.
  • Proposes, develops, and implements policies and procedures to improve coordination of levee improvement projects with other Community Development divisions, City departments, regulatory agencies, and contractors.
  • Prepares or assists with a variety of correspondence and reports on operations and activities for the Department, WSAFCA Board and the City Council.
  • Prepares, coordinates, and reviews the preparation of status reports relating to flood risk reduction project activities.
  • Provides inspection services for flood risk reduction projects.
  • Inspects and provides technical assistance on difficult and complex levee improvement projects.
  • Assists in resolving conflicts between construction management services and contractors.
  • Assists in processing contract change orders and progress payments for flood risk reduction projects or other capital improvement projects assigned to the Flood Protection Division.
  • Represents the City and the Department at a variety of meetings.
  • Initiates and maintains communication and coordination with expert panels, special consultants, utilities and other agencies.
  • Performs complex construction related services as needed.
  • Performs field and office work related to property boundaries or right-of-way acquisition.

EDUCATION AND EXPERIENCE:  Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be:
 
Education: 
Associate Engineer: A Bachelor's degree in Civil Engineering from an accredited university or college.  
Senior Engineer: A Bachelor’s Degree or equivalent in relevant Engineering field to which assigned, from an accredited college or university. 
 
Experience: 
Associate Engineer: At least four (4) years of increasingly responsible professional civil engineering experience.  Public works/municipal engineering experience is highly desirable.
Senior Engineer: At least six (6) years of increasingly responsible professional engineering experience to area of assignment.   Experience must include four (4) years in the municipal engineering or related field. A Master's Degree in a related Engineering field may substitute for one (1) year of the experience requirement.
 
LICENSES AND CERTIFICATES: 
Associate Engineer: Possession of a valid certificate of registration as a professional civil engineer. Possession of a valid certificate of registration as a professional civil engineer in the State of California within one (1) year of appointment.  If assigned duties require driving, possession and maintenance of a valid California driver's license.
Senior Engineer: Possession and maintenance of a valid certificate of registration as a Professional Traffic Engineer or Civil Engineer is required.  Possession and maintenance of a valid certificate of registration as a Professional Traffic Engineer or Civil Engineer in the State of California within one (1) year of appointment. Possession of a valid California driver's license is required at the time of appointment.WORKING CONDITIONS:  May be required to attend off-hour meetings.
 
PHYSICAL DEMANDS:  Mobility to work in a standard office or construction environment, use standard office equipment and attend off-site meetings.   On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties; mobility to occasionally traverse uneven terrain, periodically standing, stooping, bending, climbing and kneeling to perform inspections; on occasion may be required to work in exposure to weather.  Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet.
 
ENVIRONMENTAL ELEMENTS:  Employees generally work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances.  Employees may also work in a construction or field environment including inclement weather conditions and construction and traffic hazards.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.

Salary : $104,424 - $146,508
