This is advanced professional and administrative work directing and overseeing: fiscal management of the Department of Public Service; personnel management; water distribution; solid waste collection; street and sign maintenance; storm water and sanitary sewer infrastructure; cemetery; and fleet procurement and repair activities for the city. Position responds to general public inquiries and requests; operation and planning needs; coordinates outside consultants and agencies to complete project studies, designs, plan preparation, and construction; interacts with other government agencies including MORPC, OEPA, SWACO, FCSW and other cities; researches, develops, and writes Department policies; develops annual operating and capital improvement budgets; develops short and long range operations and capital improvement programs and oversees implementation. Maintains a level of planning, performance and goal review to maintain the Accreditation award by the American Public Works Association. Work involves providing managerial direction to Public Service Superintendents.
SUPERVISION
Work is performed under the direction of the City Manager or designee with overall reporting responsibility to the City Manager. Additional guidance is provided through personnel code, ordinances, Ohio revised code, city and construction specifications, subdivision regulations, zoning code, five year plan, city council policy, and the annual budget. Supervision extends over all department employees and more specifically the management of the department. Work is reviewed by the City Manager/Assistant City Manager through performance appraisals, meetings, reports, and analysis of results obtained.
ESSENTIAL FUNCTIONS OF WORK

Plans, organizes, prioritizes and directs the activities of the Public Service Department; assures the total operational effectiveness of the department; assures compliance with policies and procedures, city ordinances, charter and federal, state and local laws.
Prepares and presents the annual departmental operating and capital improvement budget; determines resource needs and financing requests; projects revenues; oversees departmental budgetary administration, submits purchase requests; has specific responsibility for the planning, organization, and operation of the maintenance of various City owned infrastructure and City fleet vehicles.
Plans and prioritizes department work activities, oversees scheduling activities, sets standards, rules, and regulations for the various divisions.
Directs, oversees, prioritizes, assigns and evaluates the work of the Public Service Superintendents as well as other vehicle, construction, and other maintenance supervisors and staff in the department; conducts meetings; reviews work assignments; provides training and development; assists with problem solving; conducts performance evaluations; makes pay recommendations; interviews, hires, promotes, and handles disciplinary problems, as needed.
Develops and implements department goals and objectives; develops short term and long range operation and capital improvement programs; meets with subordinate supervisor in charge of various projects, discusses work progress; makes recommendations for purchases, contractors, consultants, contractor selection, project timing and priorities.
Oversees the continued meeting of standards as set by the American Public Works Association Accreditation program.
Participates in negotiations, management meetings and other meetings as needed with the Department's labor union.
Researches, develops, writes and implements departments annual operating budget and Capital Improvement Program budget, including fleet management; anticipates and provides estimates and justification of personnel, material, and equipment needed; administers and monitors the operating budget; develops capital improvement plans.
Receives and handles customer complaints regarding services provided; communicates with property owners, contractors, other department, vendors and the general public.
Attends meetings as required with the general public, property owners, City Council. City Manager's Office, Department Heads, consultants; attends staff meetings; attends and makes presentations at city council meetings as required.
Reviews professional and trade technical bulletins and publications to keep abreast of developments in the field of Public Service.
Performs other related work as required.
MINIMUM REQUIREMENTS OF WORK
Possession of a Bachelor's Degree, preferably in Civil Engineering or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills and ten years of progressively responsible managerial and administrative experience in public services:
Knowledge of the materials, methods, and techniques used in utilities, fleet and equipment maintenance and construction activities etc.
Thorough knowledge of the occupational hazards and safety precautions of equipment and maintenance work.
Thorough knowledge of project planning.
Thorough knowledge of the administrative policies and procedures of the municipal government.
Thorough knowledge of departmental budgeting and CIP budgeting.
Thorough knowledge of modern principles and practices in general business or public administration.
Thorough knowledge of the standard requirements for the APWA Accreditation.
Ability to plan, organize, direct, and evaluate major capital improvement programs and Public Service projects and programs.
Ability to maintain required records, to prepare clear and concise reports, and to develop short and long range plans.
Ability to supervise effectively the work of subordinate managers; evaluate work assignments; establish policies and procedures. Ability to assess and define training needs of subordinate personnel.
Ability to write specifications and other contract documentation.
Ability to read and interpret construction blueprints and specifications.
Ability to communicate effectively, orally and in writing.
Ability to establish and maintain effective working relationships with others in order to complete project studies, designs, plan preparation etc.
Ability to respond to complaints in a professional and courteous manner.
Ability to inspect maintenance, repair, and construction projects.
Ability to anticipate and visually detect maintenance problems.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid Ohio Driver's License
Computer experience in Word, Excel and G-suite products
Ability to obtain NIMS Certification
Ability to work and manage in a union environment
Ability to learn and apply City Works and other required software programs
HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
