The most qualified candidates will be able to communicate and collaborate with a variety of internal and external stakeholders, collect and assemble data, create and decipher technical studies and analyses, conduct engineering designs, and review permits to ensure they meet various standards and regulations.  Overall, this position will have an equal opportunity to work in a team environment while also making independent judgement/recommendations in resolving technical problems and implementing projects in accordance with codes and policies.

Please Note:
The City of Woodinville does not participate in Social Security, which means employees do not contribute to or earn Social Security credit while employed with the City.  Further, the Social Security Administration applies a formula containing an offset to take into account employment with a nonparticipating employer.  However, as a City of Woodinville employee, you may be eligible to participate in the Municipal Employee Benefit Trust (MEBT) plan; depending on eligibility.  There is also mandatory participation in the State of Washington Public Employees Retirement System (PERS).  This position is PERS and MEBT eligible.

Located about 20 miles northeast of Seattle, Woodinville offers the benefits of a bustling urban area against the backdrop of the picturesque Sammamish River Valley. Woodinville is known for its tourism industries with over 120 wineries, breweries, and distilleries and many opportunities for outdoor activities.

It's a great place to work and we manage to do a lot with only about 50 employees, including planning, permitting, code enforcement, street/storm water maintenance, infrastructure construction and maintenance, parks, and general administrative services. Position Summary

The purpose of this position is to prepare engineering data and reports, analyze and review engineering and construction documents, and assist in the construction management of capital projects, including collecting field data and providing field response. Under the direction of the Assistant Public Works Director, this position performs a variety of development permits reviews to ensure compliance with City, County, and State construction codes and design standards for public and private developments. Serves as a City contact for public works civil/site review, and coordinates and conducts field site inspections and manages daily civil field operations problems related to assigned development permits.

  1. Reviews construction and engineering plans and technical reports for conformance to laws, engineering standards, city codes, and accepted engineering practices. Prepares comments and recommendations for revisions. 
  2. Reviews development permits to ensure they comply with City, County, and State codes, regulations, and manuals, including the preparation of review comment documents. Upon approval of the permit, conducts regular site inspections during construction and until close-out of the permit. 
  3. Assists with the development of capital project designs and scopes by performing basic engineering research, study, and analysis. 
  4. Supports projects and programs, including but not limited to assisting in the evaluation and selection of project approaches and project/program consultants; assisting in performing project design and field reviews; monitoring and inspecting projects from issuance of permits through City approval and acceptance; and directing contractors. Makes routine engineering decisions for field changes and plan alterations; and makes recommendations for non-routine and/or complex changes. 
  5. Performs field activities to evaluate the impacts of new projects on existing facilities, such as adjacent properties, existing infrastructure, non-motorized system, storm system, and natural resources. 
  6. Provides written guidance to permit applicants on compliance of applicable standards and specifications.
  7. Conducts reviews and field verifications on all types of construction; requests or directs the testing of materials and interprets results to ensure compliance with project specifications and approvals; prepares and provides comments; and reviews construction plans and specifications. 
  8. Assists in coordination with private consulting firms for the preparation and review of engineering studies, reports, plans, specifications, cost estimates, and related documents. Assists in varying aspects of special events, transportation, and parking management and control. 
  9. Performs detailed engineering analysis using software programs and other engineering methods; and performs basic AutoCAD drafting. Assists with the preparation and development of construction designs, plans, specifications, quantity take offs, cost estimating, and bid procedures. 
  10. Coordinates with the City's consultants/contractors and utility provider(s) on proper functioning and maintenance of equipment within the city such as street lights, traffic signals, radar speed signs, and other similar equipment.

Performs research, data collection, and analysis as assigned, including but not limited to traffic and accident records, pavement conditions, drainage facilities, infrastructure facilities, etc. Represents City and Public Works Department at technical level meetings. Responds to citizen inquiries about construction projects. Prepares written reports and recommends alternatives. Collects, records, and summarizes statistical information. May assist in the preparation of grant applications and study reports. Provides instruction and direction to interns, or other temporary staff, including scheduling and establishing workloads. Responds to general public comments/complaints and supporting administrative and executive departments during City sponsored events. Establishes and maintains an effective system of communication within the City and establishes and maintains effective working relationships with others. Subject to call-back during emergencies and special events, and may be required to work evenings, weekends, or holidays. Performs other duties as required or assigned.

MINIMUM QUALIFICATIONS:

 

Education, Experience, and Training:

 

Bachelor’s degree in Civil Engineering or related field; two years of engineering experience preferred.  Engineer-In-Training or Professional Engineering License preferred. Must possess a valid Washington State driver's license. 

 

Knowledge of:

  • Applicable software and data processing applications.
  • Cost analysis, and principles and practices of contract management.

  • Independently organize own work schedule.
  • Understand instructions; numerical aptitude, problem-solving, initiative, analytic ability, memory, concentration, and exercising sound judgment.

 

JOB DEMANDS AND WORK ENVIRONMENT:

 

Work is performed both indoors and outdoors. Outside work will require exposure to varying weather and terrain conditions. While performing the duties of this job, the incumbent must frequently sit and talk or hear; occasionally stand, walk, grip or feel with hands, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift objects weighing up to 50 pounds. Work environment risks exposure to indoor environment, outdoor environment, noise, extreme temperatures, vibration, moisture and/or humidity, dust, fumes, gases, electrical hazards, mechanical hazards, sharp objects/tools and traffic hazards. Patience and persuasiveness are needed when interacting with others. Necessary aptitudes include close vision (clear vision at 20 inches or less), distance vision (clear vision at 20 feet or more), color vision (ability to identify and distinguish colors), peripheral vision (ability to observe an area that can be seen up or down or to the left and right when vision is fixed on a given point), depth perception (three-dimensional vision, ability to judge distances and spatial relationships), and ability to adjust focus (ability to adjust the eye to bring an object into sharp focus). The nature of the work has frequent interruptions and deadlines. May be required to work beyond normal working hours.
