We are looking for someone to join Team Yuma as a Water Systems Supervisor, working with the department of Utilities. The ideal candidate will lead a team in the the operation, maintenance and repair of the Utilities Department's water transmission/distribution systems.
Under general supervision, this job classification supervises the operation, maintenance and repair of the Utilities Department's water transmission/distribution systems according to state and Federal environmental regulations, and City policies, procedures and goals.

Essential duties and responsibilities may include, but are not limited to, the following:
- Plans, schedules, and supervises the operation, maintenance, and repair of Water Systems infrastructure, equipment, and components; duties may vary according to job assignment.
- Monitors Water Systems activities to assure that Department policies are followed.
- Supervises operations of the Water Systems maintenance and repair crews; coordinates Water Systems activities to protect the health and safety of the citizens and the environment; resolves routine customer complaints; assures compliance with State and Federal environmental and water quality laws and regulations, and City code, regulations, policies and standards.
- Supervises staff, and assigns tasks, projects and priorities; assures that assignments are defined and achieved; evaluates staff performance; assures that quality and safety standards are met; develops staff skills and safety training plans; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues.
- Reviews work assignments and project schedules, and assigns resources; develops plans, specifications and budgets for repair and replacement of equipment and tools; manages an inventory of equipment, tools and supplies.
- Plans special projects; assures accomplishment of goals and objectives; plans staffing assignments to assure operational effectiveness; reviews the work of assigned staff to assure the work quality and timely completion of assigned duties and responsibilities; oversees work of outside contractors and vendors.
- Monitors operations and maintenance projects; monitors work sites to assure that safety rules and regulations are followed, and that the work zone and all equipment are in safe operating condition; assures maintenance and repair issues are properly identified, addressed and resolved; reports unsafe conditions, accidents, injuries, security issues and illegal activities.
- Maintains system wide programs, including valve and hydrant exercising, water quality flushing and water service replacement; compiles operational and technical data, and creates summary reports and recommendations.
- Oversees special Water Systems projects; assures effective communication of trends and issues.
- Responds to critical incidents, and takes command when appropriate.
- Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
- Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
High School Diploma or GED equivalent; AND four (4) years of Water Distribution utilities experience, preferably with City of Yuma; OR an equivalent combination of education, training and experience.
Knowledge of:
- City policies and procedures.
- Arizona Department of Environmental Quality, American Water Works Association, Environmental Protection Agency, Uniform Plumbing Code, Yuma City Code, City Utility Regulations, Occupational Safety and Health Administration laws, rules, and requirements governing the management of water distribution systems.
- Techniques and practices for efficient and cost-effective management of resources.
- Methods, materials and equipment used in water systems maintenance.
- Federal and State codes and regulations governing water utilities and emergency response.
- Techniques for use and storage of chemicals, including OSHA Safety Data Sheets (SDS) for hazardous chemicals used in the workplace.
- Environmentally responsible and resource-efficient public utilities maintenance techniques.
Skill in:
- Supervising water systems operations.
- Interpreting and applying technical standards and procedures, Federal and state rules and regulations, and City code, regulations, policies and procedures.
- Evaluating operational conditions and developing effective maintenance and repair plans.
- Promoting and enforcing safe work practices.
- Managing staff, delegating tasks and authority, and coaching to improve staff performance.
- Using initiative and independent judgment within established procedural guidelines.
- Interpreting technical instructions and analyzing complex variables.
- Assessing and prioritizing multiple tasks, projects and demands.
- Operating a personal computer utilizing standard and specialized software.
- Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver’s License is required. A valid Arizona State Commercial Driver’s License Class A CDL w/Tanker endorsement will be required within 6 months of hire.
Water Distribution Grade 2 certification from the Arizona Department of Environmental Quality (ADEQ) is required at the time of application. Must possess Water Distribution Grade 3 certifications from ADEQ within 12 months of hire.
Additional technical training and certifications may be required, including Federal Emergency Management Agency (FEMA) training.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment, and City facilities, and outdoors in all types of weather. May occasionally be required to bend, reach, stoop, and lift objects. May be exposed to safety hazards, hazardous chemicals, infectious diseases, and dangerous tools and equipment.
