City of Tucson - Human Resources is Hiring a HUMAN RESOURCES MANAGER Near Tucson, AZ

Introduction

\r\n\r\n\r\nThe City of Tucson Human Resources Division (HR) is looking for dynamic experienced\r\nHuman Resources Managers\r\n�to manage our Recruiting & Retention and IT/Business Services HR units.\r\nThe ideal candidate will act as a liaison between employees and management to respond to concerns regarding policy, laws and regulations, conduct investigations, review department payroll, develop recruitment strategies, attract and retain talent, and make recommendations for solutions on corrective actions or discipline.�\r\nThis is an HR generalist role and serves as an embedded business partner supporting a specific City of Tucson department.\r\n

General Description

The Human Resources Department is organized around the principle of providing Human Resources services to all City departments. Our Human Resources team consists of a Shared Services division that assists our larger department; Police, Fire, Public Safety & Communications, Business Services, Information Technology & Human Resources, City Hall, Environmental & General Services, Water, Transportation & Mobility, Parks & Recreation, and Housing & Community Services. In addition, Human Resources has teams that provide services to Classification & Compensation and Recruiting and Retention.\r\n\r\n\r\nThe Human Resources division currently has two Human Resources Manager vacancies.\r\n\r\n\r\nRecruiting & Retention\r\nThe Recruiting and Retention division�goals are to build recruiting and hiring capacity in the city and use effective marketing and best practice recruiting strategies to attract, retain, and celebrate a qualified and diverse workforce.\r\n\r\n\r\nBusiness Services, Information Technology & Human Resources\r\nThe Business Services, Information Technology and Human Resources division performs recruiting and employee onboarding, talent management, and manages employee relations for these three departments.\r\n

Essential Functions

Exercises regular independent judgment while performing the following: � \r\nRegularly directs or supervises the work of at least two fulltime employees.� \r\nCoordinates assigned professional, para-professional, and administrative support personnel and their projects ensuring timely and quality activities for the benefit of the section, division, department, City and the community. � \r\nOversees the planning, implementation, direction and management of all functions and resources of the section to achieve the strategic objectives of the department and the City in an efficient and effective manner. � \r\nAssists with the implementation and evaluation of department policies, programs, projects and procedures. � \r\nAssists with implementing the department vision through section activities and leads the section to maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances and other human resources actions.�� \r\nAnalyzes organization and community needs, analyzes trends, reviews statistics and opportunities, communicates to the department leadership of impending developments. � \r\nDevelops strategic partnerships and contacts with community representatives, external agencies, and other organizations to develop a sense of relevant issues facing our community and to respond as a representative of the City. � \r\nImplements the values of the organization through example and accountabilities. � \r\nEnsures that section operations conform with local, state, and federal governmental regulations and other applicable rules and requirements. � \r\nFacilitates solutions and provides guidance to problems facing the department.�� \r\nManages the�department by resolving employee relations, researching and developing policy recommendations and providing guidance and advice to employees and management. � \r\nPerforms related duties by maintaining knowledge of laws, policies and practices, and updating personnel of applicable laws and policies. \r\nManages the administration of the human resources functions: talent management , transfers, separations, compensation, performance evaluations, etc. � \r\nEnsures the timely�and accurate processing of �paperwork for all department personnel changes.\r\nProvides guidance to�leadership in conducting daily activities for staffing and other human resources issues. � \r\nManages and coordinates human resources related projects such as: recruitments, classification and compensation plans and budget preparation. \r\nDevelops human resources partnerships, communication plans for the department, and researches and coordinates staff training. � \r\nAnalysis and troubleshoots the varied software programs and databases used in Human Resources. \r\nCoordinates and assist in the upgrades and/or new acquisitions of Human Resources and Benefit related programs. \r\nCollaborates and with Labor Unions representing City of Tucson employees.\r\n

Minimum Qualifications

Minimum Education Level & Type: Bachelor's degree \r\nMinimum Experience Qualifications: At least 5 years in human resources.� At least 3 of required 5 years in a Lead or Supervisory capacity in a related functional area.\r\n'Lead' is defined as leading at least one (1) full-time FTE in a work unit.� It does not include leading projects, departments, contractors, interns, etc.\r\n'Supervisory' is defined as having supervised at least one�(1) full-time FTE.\r\n

Special Job Requirements

In lieu of education, professional level experience which includes advanced knowledge and the exercise of discretion and judgement may be considered.\r\n

Preferred Qualifications

In addition to the minimum requirements stated above, the ideal candidate will also possess any of�the following certifications:\r\n\r\n IPMA-CP \r\n IPMA-SCP \r\n SHRM-CP \r\n SHRM-SCP \r\n SPHR, PHR \r\n HR Certification from an accredited college \r\n\r\n

Selection Plan

Applicants who meet the minimum qualification will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will be invited to participate in an Oral Board Interview.\r\n\r\n\r\n\r\n Oral Board Interviews will be held: the week of March 6, 2023\r\n\r\nUpon completion of all examination processes, the highest scoring applicants will be placed on a Civil Service Eligibility List. An applicant's ranking on the Civil Service Eligibility List will be based on their final scores which will be calculated as:\r\n\r\n\r\n\r\n\r\n\r\n 10% of your rating for education and work experience\r\n 90% of your oral board interview\r\n\r\nSelection Interviews may be conducted post Civil Service Eligibility List by the Hiring Manager.\r\n\r\n\r\nThis recruitment will establish a Civil Service Eligibility List that may be utilized to fill vacancies within Parks and Recreation occurring within the next 6 months.�\r\n\r\n\r\nVeterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Eligibility List.
