General Description

Conducts recruitment and selection processes for City departments. Analyzes, creates and updates recruitment information and related job descriptions. Interviews applicants and city employees, and approves and processes documents related to personnel actions.\r\n

Essential Functions

This is a lead position affording guidance to other positions performing the same tasks. This lead position also reviews workloads, assigns work and coaches employees with specialized instructions and practices for job accomplishments. Lead personnel may contribute to other employees' performance evaluations, assist with the hiring process by interviewing and making recommendations and providing input to supervisory staff.\r\n\r\n\r\nConducts recruitment and selection processes by discussing staffing needs with departments.\r\n\r\nPerforms job analysis, prepares job announcements, and updates job descriptions.\r\nDevelops and implements applicant screening and selection devices; analyzes and evaluates applications and resumes; oversees interview panels and conducts reference checks.\r\n\r\nResearches applicant and employee complaints by assisting the Lead HR Analyst with all workforce/HR matters including recruitment, problem solving and critical thinking.\r\n\r\nAbility to effectively organize multiple projects, establishes priorities to achieve the goals of the team and customers and meet short deadlines.\r\n\r\nPerforms data entry of personnel actions.\r\n\r\nDevelops advertisements, and methods of examination by analyzing job data, job specifications and minimum qualifications.\r\n\r\nAnswers questions and provides guidance and assistance to applicants and department hiring personnel.\r\n\r\nAssists with development of employment exams. \r\n\r\nReviews selection interview questions for appropriateness to assist department hiring managers and provides feedback. \r\n\r\nInterprets policies, Civil Service Rules and employment laws.\r\n

Minimum Qualifications

Minimum Education Level & Type: Bachelor's Degree\r\nMinimum Experience Qualifications: At least 5 years of experience in Human Resources, Benefits and/or related field\r\n\r\n\r\nRelevant experience in lieu of education may be considered\r\n

Selection Plan

Applicants who meet the minimum qualifications will be evaluated on the education, work experience and resume in their employment profile and the responses to their supplemental questions. The highest scoring applicants will then be invited to participate in an Oral Board interview. A chronological resume must be uploaded with your application for consideration.\r\n\r\n \r\n Virtual Oral Board Interviews will be held the week of February 27, 2023.�\r\n \r\n\r\nAn applicant's placement on the list will be based on their final score which will be calculated as:\r\n\r\n 5% of your rating for Training and Experience\r\n 15% of your Resume Review\r\n 80% of your Oral Board interview\r\n\r\nThis recruitment will establish a civil service list that will be utilized to fill vacancies occurring within the next 6 months.\r\nHiring interviews may be conducted.\r\nVeterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.� If you qualify for preference points as outlined in the Employment Profile, you may email a copy of your documentation to Liliana Almeraz at Liliana.Almeraz@tucsonaz.gov on or before the date of your oral board interview.� The DD214 must be a copy that indicates characterization of service. �\r\nIf you are in need of Americans with Disabilities Act-related accommodation during the testing process, please email liliana.almeraz@tucsonaz.gov at�least 48 hours prior to the evaluation.\r\n
