MINIMUM QUALIFICATIONS

A bailiff must have a high school diploma or GED; prior law enforcement, military or bailiff experience, possess basic typing skills and experience with Windows-based operating systems, particularly with Microsoft Office applications (Word, Excel, Outlook, etc.); be able to perform basic mathematics; a satisfactory background check and drug screen; possess a valid driver’s license; and meet the physical requirements listed below.

DISTINGUISHING JOB CHARACTERISTICS

The bailiff is responsible for maintaining order for the Judge or Magistrate in the courtroom. The bailiff helps to administer the docket; control the line of communication to the Judge or Magistrate; is the Judge’s or Magistrate’s assistant in his or her absence and serves as workflow manager to the Judge and Magistrate. The bailiff performs all duties and responsibilities as directed by the Judge, Magistrate and the Court Administrator

ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below, with or without reasonable accommodation:

1. Specific Duties:

a. Docket Administration: Manages and administers the Judge’s or Magistrate’s docket. This includes pulling and maintaining cases for the docket. Enter bench warrant codes into CourtView, prepare fingerprint orders, No Contact order documents and ensure that the proper forms are prepared and ready for the Court.

b. Courtroom Administration: Maintains order in the Courtroom. Enforces courtroom rules of behavior. Announces entrance of the Judge or Magistrate. Checks the courtroom for security and cleanliness and assures availability of supplies.

c. Jury Administration: Facilitates and manages the jury.

d. Security: Responsible for the personal security of the Judge or Magistrate and Courtroom visitors.

2. Other Duties & Responsibilities: Performs other duties as directed by the Judge or Magistrate, including serving as bailiff for the Court’s Judges from time to time on an as needed basis.

3. Communications: Controls the lines of communications to and from the Judge or Magistrate. Greets visitors to the Chambers and Court; assists visitors with questions concerning court procedure. Responds professionally to difficult or hostile visitors to the Court. Maintains routine access to the files and records of the Court. Make/answers phone calls on behalf of the Judge or Magistrate. Receives and transmits confidential information within the court and chambers; communicates and discusses holdings of cases with Judge or Magistrate before they are released to the public.

4. Confidentiality: Exercises discretion and sound judgment regarding the confidentiality of all information encountered on the job. Reviews confidential data, including, but not limited to, non-public records and information contained in party files, LEADS/NCIC, Court decisions, orders and other works in progress. Uses access to confidential information for official purposes only.

In addition to confidential data, bailiffs routinely access filings and other sensitive data that may not be discussed or distributed publicly pursuant to the Court’s Code of Conduct.

5. Court Liaison: Acts as a liaison between the Court and Jail, Police, Prosecuting Attorney, and the Public.

6. Policy Compliance: Responsible for following the Court’s employee handbook and policies, including its policy prohibiting workplace harassment.

7. Cooperation: Works cooperatively with co-workers, Court staff, other judges, attorneys, litigants, witnesses, and other visitors to the Court. Keeps regular attendance and punctual office hours. May work long hours (12 hour days) on an as needed basis.

8. Equipment Operation: Able to effectively operate a computer; courtroom recording equipment; printer; telephone; calculator; copier; fax machine; and other general office equipment. Familiar with Microsoft office products.

9. Firearm Training: If the Bailiff is carrying a firearm during his or her employment, he or she must maintain firearm proficiency standards and a current accreditation through OPOTA, or an equivalent accreditation as approved by the Court.

10. Other Training: Attends and follows all other training provided by the Court.

11. Time Records: Completing time records of hours worked in a timely manner.

12. Ethics: Responsible for adhering to the Public Employee Ethical Code, codified in Ohio Revised Code Chapter 102.

PHYSICAL DEMANDS

The following physical demands are typically exhibited by position incumbents performing this job’s essential duties and responsibilities. While performing duties of this job, the bailiff frequently walks long distances, sits and stands for extended periods of time and may be required to lift heavy objects (greater than 25 lbs.).

Bailiffs may sometimes be called upon to protect the Magistrate, Judges, and/or other Courtroom visitors from physical harm and must be physically capable of performing this task. He or she must be able to see details of objects that are across the Courtroom and close by. He or she must be able to isolate and quickly respond to signs of danger when they appear. He or she must be able to run during emergencies.
