What are the responsibilities and job description for the BUDGET ANLST/INT AUDIT position at Cleveland County?
Performs difficult administrative work providing a variety of research, analytical, and financial work; oversees the compilation, tracking, and updating of the County's budget; management and coordination of the County's internal audit needs; assists in coordinating the annual audit and facilitates resolution of audit related requirements; manages the preparation and compilation of the county's annual comprehensive financial statement; and related work as apparent or assigned. Work is performed under the general direction of the Finance Director. The normal work schedule includes Monday-Friday 8AM-5PM.
ESSENTIAL FUNCTIONS:
Oversees yearly budget development, which begins in January and ends with Commissioner approval in June; sends budget packets to departments; compiles department requests, such as capital needs, user fees, operational line items into workpaper document; analyzes requests; holds meetings with departments along with Finance Director; handles analytical comparisons as needed; inputs all department requests into financial system; submits recommended budget to management for approval; publishes final budget document.
Prepares regular budget reports for all county departments and address issues as needed; analyzes department budget transfer requests and prepares commissioners' meeting information.
Serves as technical expert in interpreting and implementing new governmental accounting and reporting standards, which have a Countywide impact on accounting methods and annual report presentation. Prepares data for and coordinates with external auditors to complete and publish annual financial report. Sets up new GL accounts and/or funds-depts-objects-sub objects.
Performs internal audits on departments within the county to ensure proper procedures are being followed and inventory is accounted for. This role includes driving continuous process improvement within the finance department and all finance related tasks of other county departments.
Prepares and processes monthly, quarterly, or annual journal entries from reports or information received from various departments.
Assists county departments with various questions, problems, and concerns; trains other department staff as needed; works on any special projects as assigned.
Completes Annual Narcotic Reporting; Annual Solid Waste Reporting; Annual Clerk of Courts Reporting; Annual reconciliations of various GL accounts; Monthly Sales Tax Reporting to State; Yearly Filing for Sales Tax Refund
Backup for approving travel requests; backup purchasing position as needed; handles requisition entries; assists with auditing of AP batches.
KNOWLEDGE, SKILLS AND ABILITIES:
Must have a strong understanding of how to use accounting software for financial management tasks, alongside advanced skills in Microsoft Excel to analyze, manipulate, and present financial data effectively. Thorough knowledge of related industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws. Comprehensive understanding of both GAAP and GASB guidelines, able to use these principles to accurately record and maintain financial data; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages. Ability to establish and maintain effective working relationships with associates and the public.
EXPERIENCE & EDUCATION:
Bachelor's degree in Finance, Accounting, Public Administration, Economics, or a related field; three years of responsible experience in a complex budgeting and/or fiscal management of a large department/organization; or an equivalent combination of training and experience.
PHYSICAL REQUIREMENTS:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
