Estimator (Government Contracts)
Purpose :
Colonna's Shipyard is seeking an Estimator to support shipyard operations in Norfolk, VA.
Position Summary :
The Estimator will report to the Director of Shipyard Business Operations and handle day-to-day government estimating tasks as assigned. The Estimator is responsible to establish and maintain an estimating file for each contract - with the contract, specifications, all modifications, all correspondence to and from the customer, individual estimating sheets, etc. - used in the review and development of contract pricing strategies. Upon contract award, the Estimator will lead the in-house turnover meeting from the Estimating Department to the Project Management team.
Position may require work hours beyond a standard work week to support business operations.
Essential Duties and Responsibilities :
- Responsible for developing detailed labor and material estimates from government provided specifications.
- Responsible for understanding, analyzing, and pricing the entire scope of the RFQ (Request for Quote) or RFP (Request for Proposal).
- Will work closely with the Subcontractor Estimator and Material Estimator to ensure all aspects of the specification are accurately priced.
- Perform analysis of subcontractor quotes to account for any exceptions taken.
- Will be required to work on multiple proposals at the same time and be capable of meeting stringent schedule requirements.
- Estimate by analyzing blueprints, specifications, proposals, scope of work and other documentation to prepare time, cost, and labor estimates for ship repair projects.
- Inspect projects to validate repair / alteration information and produces estimates based upon those checks for all solicitations assigned; conduct the development of schedules and material procurement lists for all tasks, using Government work specifications, drawings, material lists, SARs, technical manuals, etc.to initiate planning and estimating efforts.
- Ensure complete and accurate understanding of work scope through site visits and liaison with requesting activities and other representatives; document and maintain estimate work sheets, material, quotes and other reference material for reviews, advance planning milestones.
- Prepare fixed price bids estimated by using man-hour labor, by skill / trade area and quotes.
- Prepare comparative estimates as a basis for selecting qualified subcontractors.
- Ensure cost estimates are accurate prior to the submission to management for review and pricing.
- Analyze requests for proposals and contract terms and advise of potential business risk (warranties, insurance, and indemnification).
- Recommend pricing strategy and contract terms to enable contract negotiations.
- Direct and coordinate activities of personnel engaged in cost estimating for repair.
- Analyze cost versus profit to determine the best business strategy to maximize the company's dollar.
