Description
CPC is seeking candidates for our Chief Human Resources Officer position.
The Chief Human Resource Officer works in partnership with administration and employees to establish and maintain a culture reflective of organizational values. The CHRO develops and implements strategies to advance diversity, equity, and inclusion best practices throughout the organization and works to create a welcoming environment for all. This position is responsible for aligning human resource operations with the strategic goals of the organization.

Requirements
Essential Duties and Responsibilities :
Be committed to the Vision and Mission of Community Progress Council.Oversight of all Human Resources functions.Ensure employee recruitment, onboarding, retention, and advancement activities promote the goals and values of the organizationEnsure required Government reporting is completed.Lead insurance renewals and recommend policy and procedures in compliance with all laws and regulations.Assist program leaders in analyzing their human resource needs and in developing effective human resource budgets.Support a culture of continuous learning, ensuring that staff have access to continued professional development training and opportunities for growth.Identify external professional development training and partners as necessary to extend the agency's capabilities.Assess employee competencies and implement plans to improve performance.Assess, recommend, and implement organizational development and change management initiatives that will promote core values, optimize efficiency, and increase mission impact.Proactively address and respond to issues by bringing key stakeholders together to assess root causes and performance gaps, and implement appropriate interventions including tactical and project planning, group facilitation, education, program design, material development and performance analysis.Identify and intervene on change management initiatives that foster organizational learning and address strategic goals by developing partnerships with community-based organizations, program participants, and / or staff at all levels of the organization.Influence and support changes in organizational behavior. Actively engage in efforts to enhance employee engagement, increase team building, resolve work group conflict; and promote positive changes in group norms, values, and culture.Coach leadership and management staff to expand their leadership and change management competencies.Participate in the organization's strategic planning process and facilitate internal planning that ensures implementation of goals.Measure the impact of interventions on staff performance, efficiency, employee retention, employee engagement, and job satisfaction.Identify and report key performance indicators that inform program and agency quality improvement efforts.Assess risks associated with various change initiatives / projects and suggest and implement actions to manage any negative impacts.Other duties as assigned.Knowledge, Skills, and Abilities :
In-depth knowledge about Human Resource processes and best practices, employment legislation, and legal regulations.Demonstrated knowledge of adult learning theory, participative training design, group dynamics, interactive learning models, systems theory and quality improvement processes, leadership coaching, conflict resolution, group process facilitation, presentation skills, and project management.Experience leading transformational DEI strategies through effective project, people and change management skills.Capacity to build strategic relationships between internal teams, departments, and organizations to achieve DEI goals.In-depth knowledge about Human Resource processes and best practices, employment legislation, and legal regulationsExcellent verbal and written communication skillsEducation and Experience :
Bachelor's degree in organizational development, organizational psychology, or human resources with a minimum of 5 years or equivalent experience; master's degree preferred. 2 years' experience leading diversity, equity, and inclusion training and change management efforts strongly desired. SHRM or HRCI certification preferred.
Other Requirements :
This position may require driving CPC vehicles. A valid driver's license and the ability to pass a required driver's background check is required. Department of Human Services FBI Clearance, PA State Criminal History, Childline Child Abuse Certification, and submission to the National Sex Offender Registry (NSOR) required prior to hire. A physical assessment including a tuberculosis skin test and the Child Abuse "Mandated Reporter" training due within 90-days of hire.

120,000-130,000 Per Year
