The Office of the Chief Technology Officer (OCTO) is the central technology organization of the District of Columbia Government. OCTO develops, implements, and maintains the District s technology infrastructure; develops and implements major enterprise applications; establishes and oversees technology policies and standards for the District; provides technology services and support for District agencies, and develops technology solutions to improve services to businesses, residents and visitors in all areas of District government.=

Key Responsibilities:

1. Solution Architecture: Design end-to-end ServiceNow solutions that align with business objectives and requirements. Develop technical architecture, data model, integrations, and workflows to support business processes.
2. Technical Leadership: Provide technical leadership and guidance to development teams, ensuring adherence to best practices, standards, and methodologies. Mentor team members on ServiceNow platform capabilities and implementation strategies.
3. Requirements Analysis: Collaborate with stakeholders to gather and analyze business requirements. Translate requirements into technical specifications and design documents.
4. Platform Development: Develop the ServiceNow platform using JavaScript, GlideScript, HTML, and CSS to meet specific business needs. Configure workflows, forms, UI policies, and catalog items.
5. Integration: Design and implement integrations between ServiceNow and other enterprise systems using REST APIs, SOAP, MID Servers, and other integration techniques. Ensure data integrity and security in integrations.
6. Performance Optimization: Identify opportunities to optimize ServiceNow performance and scalability. Implement performance tuning measures and monitor system performance to ensure optimal operation.
7. Governance and Compliance: Ensure adherence to governance, compliance, and security standards in ServiceNow implementations. Implement security controls, access restrictions, and audit mechanisms as necessary.
8. Documentation and Training: Create technical documentation including design documents, architecture diagrams, and configuration guides. Provide training and knowledge transfer to team members and end-users.

Required skillsets

• Experience with ServiceNow integrations using REST, SOAP, and other protocols. - 8Years
• Experience architecting and implementing complex ServiceNow solutions in enterprise environments. 8 Years
• Experience with ServiceNow platform architecture, modules, and components. 8 Years
• Experience with ServiceNow modules: ITSM, ITOM, ITFM, HRSD, PPM and SPM 6 Years
• 16 yrs. as an Enterprise Architect
• 16 yrs. building an IT system roadmap
• 16 yrs. system diagramming/modeling using structured modeling language like UML
• Bachelor s degree in IT or related field or equivalent experience
• ServiceNow Certified Technical Architect (CTA) and Certified Implementation Specialist (CIS) certifications preferred. - Highly desired
