Summary:
The Programs Management (PMU) Associate is part of a team of professionals who work under the supervision of the PMU Director. The team's responsibilities include coordinating, monitoring, executing, and delivering timely and effective services to support awarded programming. The PMU collaborates closely with the Program Support Unit (PSU) to ensure that programs follow Counterpart's policies and procedures consistently and effectively. Additionally, the PMU identifies areas of risk to program leadership, works with Counterpart departments to update and/or improve policies and procedures based on feedback from programs and observations, and reduces risk by consistently monitoring critical areas such as budgets, cost-share, burn rate, project procurement (goods, services, and grants), sub-award management, and project HR issues. The PMU Associate reports to the Program Director.
As the PMU Associate, the individual is responsible for project communication, which includes writing and editing project documents and conducting in-depth research on civil society, media, and human rights issues in closed spaces and authoritarian regimes. The PMU Associate is also responsible for learning capture, deliverable production, and achieving project results on time and within budget.
Responsibilities:
  • Work closely with the PSU team and PMU Director to identify and solve program delivery challenges and ensure project operational needs are met in a timely way.
  • Assist in project communications, including report writing and editing of project documents to ensure quality English business writing standards are met.
  • Assist project technical staff in researching the dynamics of civil societies, media, and human rights in authoritarian socio-political environments.
  • Support operational management of field program implementation, including but not limited to the following duties:
    • Finance: monitor budgets; monitor award obligation level, VAT tracking, cost-share tracking, and other duties as assigned. Closely collaborate with the PMU team, PSU manager, field team, finance and administration, and program staff to provide proactive financial backstopping and budget tracking.
    • Award Management/GCC: prepare procurement packages; prepare grants packages; track and move approvals needed for mods, agreements, drafts scopes of work for operations consultants; review consulting and vendor agreement packages; conduct file audits.
    • Human Resources: Assist Counterparts HR and the program teams with recruitments; Assist PMU director and Senior Operations Manager in developing and implementing a teambuilding program; monitor benefits allowances for Expats and TCNs and other duties as assigned.
    • IT and Security: spot check review of files uploaded to SharePoint.
  • Support discrete issue resolution; share learnings with PMU Director and team.
  • Support start-up and close-down planning to ensure essential/high risk tasks are completed within deadlines.
  • Escalate operational risk to appropriate departmental leadership. Supports training and capacity building of local field offices as needed. Develops and maintains working relationships within and outside Counterpart.
  • Promote operational and interpersonal problem-solving.
  • Support and develop team building in all work spheres.
Other duties as assigned.
Qualifications:
  • Bachelor’s degree in journalism, international development, or other related fields with a minimum of 2-3 years of previous work experience in international development programs; or an equivalent combination of education and experience.
  • Strong internet and computer software skills, including MS Office Suite programs and web-based research tools.
  • Excellent written and verbal communication skills.
  • Familiarity with USAID’s finance and grants process.
  • Ability to handle multiple priorities and deadlines.
  • Strong written, verbal, analytical, and organizational skills.
  • Experience providing ongoing management of large to mid-size programs.
  • Alignment with Counterpart’s core values.
  • Fluency in written and spoken English is required.
