The Trail Acquisition Manager oversees designated trail projects, manages the Delco Green Ways Grant Program (DCGW), and supports related trail/acquisition initiatives. Responsibilities include developing project plans, securing grants, and coordinating with County departments, contractors, and grantors. The role also manages grant administration and record-keeping with support from the Office Manager.Essential Duties:
  • Manage designated trail projects, including development of conceptual plans, grant writing, and preparing requests for proposals (RFPs).
  • Coordinate with the County Solicitor, Public Works, Parks and Recreation, landowners, grantors, and contractors to advance trail projects.
  • Plan a quarterly work program in collaboration with the Infrastructure Manager and Director.
  • Oversee the DCGW grants, including contract amendments, policy interpretation, and interactions with legal and municipal officials.
  • Manage the DCGW application and review process, compiling recommendations for County Council.
  • Utilize the Office Manager for record maintenance, routine contact with grantees, and billing administration.
Qualifications:
  • Bachelor’s degree in City or Regional Planning, Public Administration, or related field from an accredited college or university.
  • Eight years of job-related progressive experience in community planning and management.
  • Excellent public relations skills.

  • Ability to work on conceptual design and policy development.
  • A valid driver’s license is required.
Preferred Skills, Knowledge & Experience:
  • Master’s degree in Planning, Public Administration, or a related field from an accredited college or university.
  • Ten years of community planning experience.
  • AICP Certification (American Association of Certified Planners).
  • Eight years of management and supervisory experience.
  • Eight years of project management experience.
  • Effective conflict resolution skills.
  • Excellent research and analysis ability.
  • Excellent budgetary and accounting skills.
  • Exceptional project management skills.
  • Strong time management skills.
  • Strong interpersonal skills.
Computer Skills:
  • Intermediate to Advanced Word skills
  • Intermediate to Advanced Excel skills
  • Basic Outlook skills (Email and Calendar)
  • Basic Internet skills (for research)
  • Understanding of the methods and capabilities of GIS and Adobe software
  • Transportation:   trip generation software, travel simulation models, traffic counting software, and GIS software.
Physical Demands:
While performing the duties of this position, the employee is frequently required to stand, walk, utilize a keyboard, sit, bend at the waist, and talk or hear. Occasionally, the employee will need to reach or work with arms above shoulder height, kneel, stoop, crouch or squat, crawl, drive, climb stairs, twist or rotate at the waist while working; push, lift or carry items.
Work Environment:
  • The noise level in the work environment is usually quiet.
  • Will work inside 80% of the time.
  • Some traveling to and from meetings with client municipalities and to deliver materials or equipment.
  • Will require some fieldwork associated with a contractual work program.
Other:
  • This position requires professionalism.
  • Ability to work extended hours, as necessary.
  • There is a high level of interaction with the public with this position.

Salary : $35,880
