Health Officer Non-Represented

Under the supervision of the Health Officer, provides administrative support to the Health Officer, members of the Board of Health, Human Resources & Risk Manager, and administrative staff as requested. Prepares and compiles reports; and types correspondence and various sensitive documents.

1. Assists in preparing for Board of Health meetings by coordinating collection of necessary materials, merging division reports, preparing the agenda, assembling informational packets, and collecting other materials for Board of Health meetings and managing distribution. Drafts Board resolutions as assigned.

2. Attends meetings of the Board of Health, subcommittees of the Board, and special meetings/hearings. Takes and transmits meeting minutes and distributes them as appropriate. Obtains signatures on vouchers approved for payment and arranges payment of per diem and travel of Board members. Following Board meetings, assists the Health Officer in the follow-up of agenda items. Assists in researching issues by collecting and compiling information as necessary.

3. Prepares correspondence for the Health Officer and administrative staff including reports, contracts, spreadsheets, and other documents. May assist with preparing forms and correspondence related to collective bargaining, closed session documents, and other materials of a sensitive nature.

4. Establishes and maintains files on meetings, budgetary matters, special projects, and other areas.

5. Answers telephone calls and receives visitors for the Administrative office; responds to inquiries and concerns of the public, employees, and others.

6. Schedules appointments and arranges meetings as assigned, arranges room, communicates with participants, prepares agendas, mailing lists, and meeting notices and public notices as required. Makes conference and travel arrangements as required.

7. Processes and maintains the employee medical records related to bloodborne pathogens training, necessary vaccinations, respirator medical analysis and fit-testing, record related to employee TB tests and x-rays where required.

8. Conducts research projects on various operating practice or special projects. Gathers information from various sources, analyzes and prepares summary reports, and summarizes findings. Monitors project timelines. Compiles Health Department Dashboard Information for State required County Dashboard.

9. Posts outgoing mail and processes incoming mail for the Health Department. Reviews Administrative office mail and determines whether the issue needs the attention of the Health Officer, Human Resources & Risk Manager, Accounting, or other processing.

10. Performs a variety of related functions such as designing and creating forms, maintaining inventory of office supplies and forms and other related tasks. May prepare information on upcoming events, website updates, social media posts and releases to the media. Formats, edits, and disperses medical notices to community physicians.

11. Assists with record keeping of department payables, collecting receipts, and reconciling statements.

12. Coordinates and schedules programs and events such as CPR classes, HIPAA training, Bloodborne Pathogen training, educational programs, and related events.

13. Design, create, edit, print, and distribute the Department Annual Report.

14. Assists in proofing, editing, and submitting grants, including proofing calculations.

15. Takes a lead role on special projects as assigned. This may include State Accreditation and Strategic Planning. Attends meetings, prepares related correspondence, maintains records, and compiles progress reports.

16. Other duties as assigned.

17. Function in a response capacity to public health emergencies consistent with knowledge, skills, experience and professional licensure/certification. Acquire knowledge to be competent in appropriate response roles.

18. May serve as back-up to the Accountant in the absence of that individual.

Education: High school graduation or equivalent with some advanced coursework in office management, word processing, data processing, and related areas.

Experience: Three years of progressively more responsible office secretarial experience.
