:

The purpose of this job is to perform complex professional and responsible administrative work overseeing, managing and implementing personnel activities relating to safety and risk management, workers compensation and other personnel functions.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

Receives, records, files and processes safety, worker’s compensation, property and liability claim requests. Conducts claims investigations, safety training and safety inspections.

Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Receives, records, files and processes safety, worker’s compensation, property and liability claim requests.
  • Conducts claims investigations, safety training and safety inspections.
  • Administer County-wide risk management programs, primarily those associated with the County's compensation program.
  • Manage insurance for property and vehicles as well as bonds for elected officials.
  • Monitor departments for compliance with federal state and local laws and regulations.
  • Investigate accidents and near misses and conduct risk inspections.
  • Coordinate safety education and training for all employees.
  • Maintain current on all recent additions or changes to federal state local and case law.
  • Review accidents and suggest remediation or discipline.
  • Conduct analysis on collected worker compensation data to develop trends, predict reserves, and develop reduction strategies for suggestion to administration.
  • Develops and establishes goals, performance objectives and work plans for Risk
Management.
  • Conducts or participates in investigations and analysis of incidents and near miss incidents to determine root causes of each accident and a corrective action plan to prevent reoccurrences or future incidents.
  • Conducts risk assessments to determine physical hazards and applicable state and federal program requirements for all company related on-site services. Conducts on-site inspections and investigations to determine the risk factors involved in County-owned buildings, vehicles and equipment.
  • Inspects facilities to discover and correct unsafe working conditions and work practices.
  • Coordinates and develops safety related education and training for all employees to ensure regulatory compliance, continuous improvement, and proper processes for each job function.
  • Ensures compliance and proper interpretation of various state and federal regulations concerning occupational safety and health, Worker's Compensation, Community Right to Know, hazardous communication, commercial driver's licenses, Americans with Disabilities Amendment Act, and bloodborne pathogens.
  • Stays current on recent federal, state, and case law changes and monitors law updates and newsletters for changes that affect Risk Management/Safety.
  • Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting Safety management. Identifies trends that could impact organizational objectives and/or operational resources.
  • Monitors federal, state and local laws and regulations pertaining to safety to ensure compliance and implements changes and revisions as the 504 Compliance Officer; attends meetings as needed. Implements in-service training to improve awareness, qualifications, productivity, and safety of employees.
  • Develops risk management techniques to lower Workers' Compensation premiums.
  • Reviews employee accident reports, including verifying that corrective action is taken by supervisors to prevent recurrence of accidents.
  • Available 24/7 to coordinate emergency and/or service related operations or issues that evolve during daily operations.
  • Investigates accidents and gathers information for use by the County in hearings, lawsuits and investigations.
  • Processes insurance-related claims, including automobile, property, general liability, public official liability and law enforcement liability.
  • Compiles data to project expected claims costs and helps to ensure the adequacy of the County’s reserves to fund claims.
  • Conducts needs assessment, develops training curriculum and conducts training sessions on various Risk Management/Safety topics.
  • Processes worker’s compensation claims, assures proper medical care, initiates investigations, coordinates medical and rehabilitative services and coordinates work status with department managers
  • Manages the County’s safety efforts through the development and implementation of safety training programs for compliance with OSHA regulations and other federal, state, or local requirements.
  • Administers all matters pertaining to the management of Worker's Compensation claims including completion of First Report of Injury Form through the hearing case/close of case.
  • Plans and conducts regular safety training and loss control programs. Receives, prepares, and processes various reports and documents including worker compensation forms, worker's compensation claim summaries, worker's compensations regulations, accident reports, accident investigation reports, accident summary reports, OSHA regulations, and safety training manuals.
  • Assists in the preparation of Risk/Management budget and oversees expenditures.
  • Operates and uses and county vehicle, computer and general office equipment.
  • Responsible for ensuring all employees are knowledgeable of and understand the safety procedures implemented by the County; ensures employee and public safety, welfare, wellness, and health at all times.
  • Creates statistical summaries and reports for Department Heads and Administration.
  • Performs other duties and related work as instructed and assigned.
  • Additional Duties: Assist EMS and OES as needed during emergency calls as discussed with the County Administrator thus maintaining appropriate certifications.

Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in Human Resources, Public Administration, Risk Management or related field or Requires five (5) years of progressively responsible experience in Risk Management, Benefit Administration, Insurance, Human Resources, Criminal Justice, Emergency Management, Emergency Medical Services, Fire Services; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
