Summary

This is a senior Department /Project Manager role and a full-time permanent position with long-term focus and growth potential. The Position is fully responsible for leading a design team in all aspects of project management including pursuing new project opportunities, proposal preparation, identifying project staffing needs, developing and maintaining project production workload projections, overseeing the financial performance of the team, developing and maintaining contact with a current and prospective client, and recommending and reviewing project budget and department budgets.

è Essential Functions

  • Serves as Senior Technical Advisor and Subject Matter Expert.
  • Leads effort to identify new markets and new clients to bring in new projects. Maintains good, continuous, positive, and helpful contact with existing clients.
  • Prepare proposals and/or qualification statements to include pre-implementation estimates and prepare and present winning presentations.
  • Responsible for execution of project schedules, scope, and budgets.
  • Develops and maintains project schedules and budgets. Prepares Project Planning Worksheet. Accountable for on-time and on-budget project performance.
  • Determines project team makeup and assigns internal and external workloads.
  • Conducts project kick-off meetings to communicate and obtain agreement on the project schedule.
  • Prepares periodic invoicing to clients.
  • Monitors and follows up on invoicing and payments.
  • Accountable for the overall design phase to include conducting design review meetings, ensuring progress drawings are met, providing progress reports to Principal-in-Charge, and involving the client in design development.
  • Manages firm participation in the bidding phase according to individual project requirements. Coordinates requests for information and contractor questions.
  • Manages the construction phase according to contract requirements.
  • Assures quality control procedures are implemented and maintained for each of the technical areas required to complete the job.
  • Assures that project correspondence and design documentation are kept orderly and complete at all times.
  • Assures projects are properly closed out in accordance with the established procedures. M A NAGER ○ PAGE 2 / 3
  • Makes recommendations to senior management on personnel needs, advertisement, and hiring of staff as required.
  • Provide input to the appropriate supervisor for employee evaluations.
  • Ensures that personnel under his/her direction observe and comply with personnel policies and procedures.
  • Issue warnings or recommend disciplinary action to senior management as required.
  • Routinely communicates with Principals, Engineers, Survey Managers, CADD operators, Administrative and Accounting support, Field inspectors, clients, Government Agencies, Subcontract firms, and Contractors.
  • Maintains professional and technical knowledge by attending educational workshops reviewing professional publications; establishing personal networks; and participating in professional societies.
  • Performs other incidental and related duties as required and assigned.

  • Proven project management ability to manage multiple, complex, and multidiscipline projects simultaneously.
  • Demonstrated business development skills and related results, both in establishing new clients and maintaining existing clients.
  • Strong written, verbal, and interpersonal communication skills to communicate effectively with the project team and clients.
  • Demonstrated ability to make formal presentations to clients and company management.
  • Proven ability to make fiscal and economic decisions independently while engaging and informing leadership accordingly.
  • Ability to manage the expectations of customers while maintaining professionalism, integrity, and customer service excellence.
  • Proven time management skills through all aspects of project stages and exceptionally busy points of activity.
  • Demonstrated personality to deal with multiple facets of the customer and communicate effectively through face-to-face, phone, and email.
  • Demonstrated skills to set and work priorities with specific deadlines.
  • Ability to work and build necessary rapport with vendors.
  • Demonstrated innovation in problem-solving related to customer needs.
  • Good working knowledge of Microsoft Office and technical software.

è Education and Experience

  • Bachelor's degree in Civil Engineering or technical equivalent.
  • Professional Engineer
  • Professional Traffic Operations Engineer (PTOE) a plus.
  • 10 years of experience including transportation engineering experience.
  • 3-5 years of project and/or department management experience.
  • Business Development experience and results in building and maintaining clients.
  • Established relations with GDOT or SCDOT, and/or other State DOT's with the ability to quickly step into primary relationship roles with GDOT and SCDOT (preferred).
