Credence Management Solutions is Hiring a Program Analyst Near Washington, DC

Overview

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Program Analyst in USAID's Office of Population and Reproductive Heallth (PRH).This position will be hired under Public Health Institute (PHI).

Position Summary:

The Research, Technology, and Utilization Division (RTU) of the Office of Population and Reproductive Health (PRH) provides technical leadership in building scientific and empirical knowledge and ensures its use in the design and implementation of effective, efficient, high-quality family planning and reproductive health (FP/RH) programs. The objectives of RTU’s research program in Family Planning and Reproductive Health are to provide new and/or improved technologies; improve the quality, accessibility and cost-effectiveness of family planning and related reproductive health services; strengthen developing country institutional capabilities to use research to diagnose and solve service delivery problems; and enhance the dissemination and utilization of research results.

The RTU Division maintains close working relationships with other United States Government Agencies involved in research & development (e.g., the Food and Drug Administration, the National Institutes of Health), United Nation Agencies (e.g., the World Health Organization) and private sector (e.g., the Bill and Melinda Gates Foundation and pharmaceutical industry partners.

The Program Analyst (PA) will be an essential member of RTU and provide support to the team, performing a variety of both complex and routine administrative and technical duties.

The PA provides support to technical or managerial staff, performing routine administrative and analytical duties. These duties range from tasks such as scheduling briefings and meetings and maintaining program files to more complex analytical tasks such as collecting, compiling and analyzing data for various program documents and designing and maintaining spreadsheets in support of financial tracking systems. The PA works closely with the assigned team and provides input on related technical issues. The PA also works with other members of the team (and potentially across other parts of the Office or the Bureau) to assist in areas within the purview of RTU; assignments may include country backstopping, overall administrative support and other duties as assigned. The PA ranks tasks in order of importance and impending deadlines, and handles several tasks simultaneously. The individual is expected to become familiar with technical issues and policies pertaining to PRH and RTU and must develop a working knowledge of applicable USAID policies and guidelines, as well as corporate practices and procedures. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

PA time will be split between programmatic or technical tasks (approximately 70-80%) and administrative tasks (approximately 20-30%),and may require moderate onsite management oversight and guidance.

Responsibilities

Essential Duties and Responsibilities:

  • Support technical, programmatic, and administrative engagement of PRH funded agreements including coordinating communication, developing workplan priorities, developing technical and program documents and annual reports, and compiling and presenting financial documentation.
  • Support the programmatic management of RTU projects. Review, discuss, and consult with Technical Advisors and AOR/CORs regarding the approval of work plans, budgets, protocols, and activities; Support Technical Advisors and AOR/CORs in providing recommendations and technical input regarding project management and implementation; Assist AOR/COR and Technical Advisors in compiling appropriate financial documentation to ensure timely award and sub-award approvals, budget obligations, and agreement/contract modifications; Assist technical staff in the preparation of various program documents and correspondence such as project authorization documents, action memos, and waivers, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards; Compile and analyze programmatic, technical, and budgetary data for the team’s project(s) and activities, and organize data for use in briefings, publications, reports, and decision making; and Support the formulation and implementation of program budgets, including Office and Agency budgeting exercises.
  • Support the Global High Impact Practices (HIP) Coordinator in ensuring updating and utilization of HIPs in country programs. Provide technical and strategic support to the HIP partnership, which includes managing production and dissemination efforts in collaboration with global partners, leading the development of the HIP newsletter, managing trackers for dissemination processes, overseeing HIP website updates, collecting and analyzing quantitative dissemination data, promoting HIPs at GH Calls to the Field and identifying other relevant opportunities, developing orientation presentations and technical documents for HIP technical experts and partners, and supporting workplan development and results reporting. Provide assistance to the HIP Technical Advisory Group (TAG) annual meetings, including analyzing data, collating expert feedback, and notetaking. Support HIP measurement efforts, including leading the development of a database of indicators from USAID missions and assisting with harmonization efforts across the Data 4 Impact and R4S measurement projects.
  • Support RTU and PRH technical and programmatic priorities including assist in development of technical and program documents, such as annual reports, interagency documents, action memos, talking points, Congressional Notifications, and technical PowerPoint presentations; Assist technical staff in supporting field as necessary; travel to USAID missions as necessary; track, oversee, coordinate, and report on field support (may include technical responses to emails and phone calls); Coordinate, organize, and liaise with members of working groups, missions, and other USG agencies in support of program implementation, and attend working groups to advance USAID program objectives; and assist in development, review, and analysis of program technical updates.
  • Support RTU quantitative and qualitative data collection and analysis as needed including assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, Panorama and/or other statistical software; research, plan, analyze, and organize technical and/or statistical information, and develop data for use in briefings, publications, and reports; and draft clear and succinct written summaries and/or Google or PowerPoint slide decks to help visualize data.
  • Execute administrative tasks including schedule team meetings and events; support team with general logistics/support; maintain team calendar, call lines, meeting setup and logistics; provide administrative support for hiring actions, onboarding of new staff, meetings logistics, Front Office taskers, and memos, as needed; and document minutes/notes of regular division and/or branch meetings, or other partner meetings, as required.
  • Travel 5 – 15%.
  • Performs other duties as assigned.

Qualifications

Minimum Qualifications:

  • Master’s degree in public health or related social science field with 4 years of relevant experience, bachelor’s degree with 6 years of relevant experience, Associate’s degree and 8 years of relevant experience, OR High School graduate and 10 years of relevant experience

Other Qualifications:

  • Strong organizational skills
  • Experience in project administration and management procedures
  • Some knowledge of USAID rules, regulations and capacity building concepts is a plus
  • Ability to effectively present information and respond to questions from team members, managers, and others
  • Strong quantitative and analysis skills
  • Proficiency in Microsoft suite of programs (e.g., Word, Excel, PowerPoint)
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Ability to travel
  • Experience with research evidence reviews
  • Experience with coordination of health care or research programming between international donors and other U.S. Government agencies
  • US citizen with the ability to obtain and maintain secret clearance.

Full salary range for this position is $78,780to $124,540 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.
