Note: Candidate must be within 50 miles (Work is anticipated to be mostly remote. However, there may be some required onsite meetings in Salem, Oregon)

PROPOSERS SHALL HAVE A MINIMUM OF 5 YEARS BUSINESS SYSTEMS MAPPING EXPERIENCE TO SUBMIT A PROPOSAL

Scope of Work:

Pending legislative approval, the Oregon Public Utility Commission (OPUC) will replace a custom developed system, BizApps, to support its business functions related to the provision of program services and products. BizApps is a Microsoft SQL server product with Visual Basic 6 programming language and is comprised of two modules, (TDAP) and Oregon Telephone Assistance Program (OTAP) also known as . Before the commencement of the replacement project, the OPUC needs to map out its current-state business process and create a functional requirements document with expected completion on or before June 30, 2025.

The OPUC opted out of the Federal Communications Commission s (FCC s) National Lifeline Accountability Database in 2012 by default, i.e., no FCC Order. In response to the FCC s 2012 (12-11), i.e., paras. 179 225, and (DA 12-1624), the OPUC had petitioned the FCC demonstrating that the OPUC meets the functional requirements and has in place a comprehensive system to ensure against duplicative federal and state Lifeline support. Please see the attached for the OPUC s petition and notice of ex parte communication. The OPUC s opt-out status needs to be maintained in a manner that is equivalent to or better than the functionality of the National Lifeline Accountability Database.

In the 2016 (16-38), the FCC established the National Lifeline Eligibility Verifier (National Verifier) and identified the objectives, functions, and performance management expectations, i.e., paras. 126 145. The National Verifier launched in Oregon on November 18, 2020. See (DA 20-1237). Because the OPUC does not participate in the National Lifeline Accountability Database, the National Verifier leverages the OPUC s existing eligibility verification processes and automated database connections. The FCC directed the Universal Service Administrative Company to review a statistically valid sample (at a 95% confidence level) of the OPUC s monthly eligibility decisions to verify compliance with FCC regulations governing eligibility. The OPUC s partnership with the FCC and Universal Service Administrative Company must be maintained and is contingent upon the effectiveness of the OPUC s processes and systems in a manner that is equivalent to or exceeds the objectives, functionality, and performance management standards of the National Verifier; otherwise, the OPUC risks revocation of its National Lifeline Accountability Database opt-out status and the FCC will rely exclusively on the National Verifier for eligibility determinations.

If approved, the replacement project will be budgeted for the 2025-2027 biennium with completion on or before June 30, 2027.

The OPUC has set up three (3) phases for the current-state business process mapping, recommended improvements and functional requirements documentation as follows.

  • Phase 1: Current State (45 days)
    • Functionally decompose current system and human processes.
    • Deliver Draft current-state processes.
    • Deliver Final current-state processes.
  • Phase 2: Deliver recommended business process improvements. (30 days)
  • Phase 3: Functional Requirements Based on the Future State (improvement of current state) (45 days)
    • TDAP and OTAP Functionality.
    • Cross-departmental Functionality.
    • Deliver Draft Functional Requirements.
    • Deliver Final Functional Requirements.
