Basic Purpose Of Position
The dispatching phase will be broken into three phases: initial training and qualification in the Rules: qualification as a B-Dispatcher and the Procedure Book at which point the Dispatcher Trainee is responsible for their own actions and decisions: qualification as a Dispatcher, working with a mentor. Duties and responsibilities will increase in complexity during each phase of training. Candidates will be expected to qualify as a Train Dispatcher in approximately 12 to 15 months.

Major Responsibilities And Duties
DESCRIPTION OF TASK
Directs, monitors, and controls all movement on or about PATCO’s main-line tracks, including high-speed trains, patrons and employees, assuring the safe and efficient transportation of patrons during normal and abnormal conditions.
Ensures compliance with Operating Rules and Procedures governing the safe and efficient operation of PATCO trains by all employees.
Takes charge and controls any incident of any emergency nature directly through field personnel and outside emergency response agencies. Coordinates Public Safety Department response with the Public Safety Department Dispatcher. Dispatches PATCO Maintenance and Transit Services personnel as required.
Must be able to work in a stressful high volume Control Center environment, requiring the ability to perform numerous tasks, assisted or unassisted, at any given time, including but not limited to making necessary adjustments to scheduled capacity requirements during scheduled/ unscheduled interruptions in service so as to inconvenience the smallest number of PATCO customers.
Documents and disseminates information relating to failures of car equipment and wayside equipment, interruptions to services and emergency-type information to affected departments.
Controls the distribution of electrical power from the Central Control facility to all rolling stock and PATCO facilities.
Coordinates the removal of track from service with Power & Signals and Track & Facilities Departments as required for track maintenance and contractor work.
Must qualify as a Train Operator and be able to perform monthly trips, standing duty weekend as required, and performing management observation reports on a monthly basis.
Must be willing and reliably able to work any shift in a 24-hour period on any day of the week or holidays, including split shifts, and to work overtime as required.
Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.

Required:
- High school diploma or general education degree (GED).
- Experience in personal computers and proficient in the use of Windows based operating systems and Microsoft Word and Excel programs.
- Valid Driver’s License in the state of residence, without major violations for last 3 years.
- 5 years of experience in progressively responsible positions in Transit.
- Associates degree in Business Administration, Transportation or other related field OR 5 years relevant transportation experience.
- Bachelor’s degree or undergraduate course work toward a degree in Business Administration, Transportation or other related field, or equivalent experience.
