Summary of Duties
As the APS Administrator, you will:
- Direct and administer the APS program for APD.
- Design and administer administrative rules, policy development, and analysis for screening and investigations of abuse.
- Direct the APS Program compliance with state and federal standards regarding APD adult abuse investigations.
- Ensure the quality of the APS program and service delivery in coordination with the Local Office Operations Deputy Administrator
- Be responsible for strategic planning and development.
- Make decisions that will impact workload changes statewide.
- Develop and maintain statewide partnerships with community partners, Tribal partners, other governmental entities, and interested parties.
- Serve as subject matter expert in legal proceedings with local law enforcement and across ODHS.
Minimum Qualifications
- The position requires a valid driver’s license and acceptable driving.
- Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor's degree in a related field.

- Ability to analyze complex investigations and communicate clearly with community partners and other interested parties.
- Ability to lead and motivate teams, make critical decisions, and remain calm under pressure.
- Experience developing, interpreting, and enforcing Oregon Administrative Rules, policies, and procedures.
- Experience managing and providing program oversight within a high-risk, high-paced environment.
- Demonstrated ability to strategically design, manage, plan, execute, and prioritize workload, resources, timelines, risks, and opportunities.
- Experience leading and managing mid-level managers or multiple work units concurrently.
- Demonstrated experience and understanding of managing public sector government programs, including managing represented employees.
- Evidence of strong interpersonal skills, including communication and collaboration with internal and external partners.

Working Conditions; required.
- Hybrid work optional.
- Periodically extended work hours for meetings, travel, and on-call availability for high-profile and critical regulatory cases can be expected.
- Frequent travel is required to all parts of the state for engagement with local offices and community partners.
- Occasional contact with angry or hostile staff, agencies, and community members.

Other additional requirements specific to the position:
- A valid driver’s license and acceptable driving record are required for this position.
- The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you must complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.
