A “research analyst 4” plans, leads, and manages the development, implementation and evaluation of primary research, complex data queries, data analyses or reporting projects, consults with management about research needs, findings, and conclusions. This position specifically is focused on the development of agency-wide workload models. About the Office of Reporting, Research, Analytics, and Implementation (ORRAI), The Oregon Department of Human Services and specifically ORRAI establishes organizational alignment and strategic focus around the use of comprehensive data-informed decision-making. Through an equity, diversity, inclusion, and access lens, ORRAI is responsible for providing employees, clients, legislators, other agencies and organizations, stakeholders, and the public with information to understand how data, research, and analytics informs decision-making about client services, agency recommendations for change, large-scaled systemic improvements, and improves outcomes for children and families.
Summary of Duties
This position resides within the Office of Reporting, Research, Analytics, and Implementation (ORRAI); ORRAI is within the ODHS Director's Office and will work closely with research analysts, economists, systems analysts, program managers and project managers. ORRAI includes: Data Warehouse, GIS, Reporting, Research, Oregon Enterprise Data Analytics (OEDA) and Implementation
As a Workload Research Analyst, you will:
  • Consult with business experts to develop and design research questions and methods, establish procedures to assure data quality, and approve results. This position may be called upon to consult or serve as a spokesperson on research and data matters and to represent ODHS on agency-wide research and evaluation committees and workgroups.
  • ODHS currently works with vendors to complete many of the tasks involved with developing workload models for the agency. This position works with the vendors to ensure that the models and the evidence supporting them has sufficient rigor. In addition, this position works with ODHS program staff to match the models developed to the underlying work effort. This involves reviewing work from vendors, meeting with agency staff from all levels of the organizational structure and working across state government to explain the resulting models.
  • You will join a core group of researchers within ORRAI and is focused on the development of empirically based for forecasting the number of positions needed for ODHS programs to accomplish their assigned work. Over the short-term this involves working closely with external (to state government) contractors, overseeing the models and methodologies used by the contractors, and validating the work produced. Eventually, this will also involve efforts to link work outputs and community outcomes to staffing levels.
  • Independently, or in consultation with program, field, research, or community partners, identify areas and topics for research and analysis, and design research methodology. Review literature, national trends, and State data to evaluate services and client outcomes. Write project proposals, plan, and manage complex analytical or statistical research or reporting projects.
  • Write summary reports of research findings, and articles for publication including summary table, graphs, and charts. Write reports interpreting and analyzing interactions, movements, and changes in the Federal, State, and local scenes. Advises agency spokespeople regarding current situations and forecasts.
  • Testify in court hearings to present and explain information, methodology and conclusions.
  • Plan, assign, check and manage the work of other research staff engaged in gathering, compiling, and analyzing information and data. Provide or arrange for technical training for team members and guide lower-level analysts in report writing.
  • Confer with policy makers, executive level management, business groups, legislative bodies, associations, unions, news media, and State and local officials regarding current data, trends, projections, or impact of existing or proposed studies or initiatives.
Minimum Qualifications
  • A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects. OR

  • Must be approved by the designated Criminal Justice Information Services (CJIS) through a fingerprint-based national criminal background check for access to Criminal Justice Information (CJI).
  • Must complete the appropriate level of CJIS Security Awareness Training.
  • If appointed to be a LEDS Representative, Assistant LEDS Representative or LEDS operator, must complete and maintain the appropriate level of LEDS Certification including CJIS Security Awareness Training.
