The Program Coordinator I in the Quality Assurance Management Section (QAMS) unit is responsible for coordinating, monitoring, reviewing, and maintaining the organization of a high volume of quality assurance documentation. The incumbent will also assist in establishing and maintaining key relationships with scientists, uniform branch, laypersons, and managers within the Department of State Police in order to ensure the quality assurance program goals and objectives are being met and that proper procedures are being followed.

Duties will include, but are not limited to:

  • Coordinates, maintains, and monitors the organization of a high volume of quality assurance documentation in accordance with established document control procedures and ANAB (ANSI National Accreditation Board) criteria.
  • Assists Crime Laboratory personnel with the retrieval of records for discovery, public records, freedom of information (FOIA), and other requests.
  • Assists in the coordination of the MSP Forensic Services Division (FSD) - Crime Laboratory’s Proficiency Testing Program in accordance with Laboratory and Accrediting Body requirements and maintains Proficiency Test records and records of other Laboratory monitoring activities.
  • Provides guidance to laboratory staff regarding the submission of records to the Quality Assurance Management Section.
  • Administratively reviews records submitted to the Quality Assurance Management Section in both hard copy and electronic formats, to ensure compliance with management system requirements.
  • Administratively assists in the development of procedures for meeting program goals and objectives.
  • Maintains and assures confidentiality for the processing of all quality assurance documentation.
  • Provides administrative assistance with preparation for internal and external audits to include internal audit team coordination, correspondence with units, and preparation of materials required by the audit teams.
  • Participates in quality assurance audits and evidence inventories as requested to ensure the effectiveness of the Crime Laboratory Management and Quality Management Systems.
  • Monitors compliance with Quality Management System requirements as well as ANAB accreditation criteria for all assignments.
  • Ensures that quality assurance goals are being accomplished by maintaining relationships with all levels of staff, by monitoring activities, and by communicating effectively, both verbally and in writing.
  • Travels to other Crime Laboratory facilities as needed to fulfill assigned duties.
  • Ensures compliance with the FSD’s administrative policies for all documentation and records.
  • Proactively assists with ensuring compliance of all safety and security policies and procedures.
  • Assists with the implementation of programs to comply with all State Police policies.
  • Performs other duties as directed.
Preferred skills:
  • Self-motivation with the ability to learn a complex platform quickly.
  • Knowledge of and use of computer applications within the Microsoft Office Suite.
  • General knowledge of Human Resources Policies and Procedures.
  • Knowledge of clerical practices and procedures including office record keeping, office correspondence control, types and uses of office equipment and supplies, business letter and report preparation, etc.
  • Ability to use word processing and database systems.
  • Knowledge of the methods used in the preparation of charts, graphs, and tables.
  • Ability to prepare and use charts, graphs, and tables.
  • Ability to prepare business letters and general reports.
  • Ability to write concisely to express thoughts clearly, and to develop ideas in logical sequence.
  • Knowledge and ability to use business English, including spelling, word meaning and word usage.
  • Ability to understand and apply the laws, rules, regulations, policies, and procedures governing the Massachusetts State Police and the MSP Forensic Services Division - Crime Laboratory.
  • Ability to exercise discretion in handling confidential information.
  • Ability to follow oral and written instructions.
  • Ability to give written and oral instructions in a precise and understandable manner.
  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates, and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates’ training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*
II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
