The Health Program Manager (HPM) II works under general direction of the Health Program Manager III, Assistant Branch Chief of (CLPPB) and serves as Chief of the Operations and Support Section (OSS). The OSS Chief is responsible for bringing leadership, innovation, and strategy for optimizing CLPPB operations and is responsible for overseeing the activities required for effective fiscal management and procurement—ensuring transparency and accountability. The OSS Chief manages staff responsible for fee administration and oversees human resources activities, including supporting department priorities of ensuring a diverse, equitable, and inclusive work environment. The OSS Chief oversees the policy unit which is responsible for developing timely, accurate, and creative policy solutions. As a manager, the OSS Chief will be responsible for ensuring objectives and key milestones of staff are developed and evaluated quarterly. The OSS Chief will interact with leadership and staff across CLPPB on a regular basis. The OSS Chief will be skilled in team-building, collaboration, and communication.

Working Conditions
Telework Information
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Childhood Lead Poisoning Prevention Branch (CLPPB) oversees a statewide program that provides a wide and complex array of primary and secondary prevention services to children with lead poisoning, lead exposure or risk of lead exposure.
