The Position:
Client: Commonwealth of Pennsylvania Department Of Health (DOH)
Position Title: DOH - Technical Writer Exception (751787)
Location: Hybrid; Remote Off-Site and On-Site (as required) in Harrisburg, PA
Duration: Initial term through 06/30/2025 ( Annual Renewal in 1-Year Terms)
Note: The position is hybrid; primarily remote off-site however occasional on-site visits may be required. Candidates must currently reside within a reasonable commuting distance (2-hours/100-miles) to Harrisburg, PA.
This request is issued from the Commonwealth of Pennsylvania Office of Administration s Office of Information Technology (OA/OIT). The position will have a reporting relationship to the Health and Human Service Delivery Center (HHSDC) within the OA/OIT supporting the Pennsylvania Department of Health (DOH), and the Department of Drug and Alcohol Programs (DDAP). DOH leadership has formed a Data Modernization Initiative, with the vision that all public health policies and interventions are driven by data, and the mission to provide all internal and external public health decision makers with accessible, timely, reliable, and meaningful data to drive policies and interventions. The Enterprise Data Warehouse (EDW) is responding to DOH s need for centralized data and state of the art data analysis services by modernizing its data portfolio and statistical analysis capabilities aimed at improving public health surveillance, interventions, outcomes, and research. There is an elevated need for the design, development, implementation, and maintenance of data warehouse solutions for the DOH and the EDW. This Technical Writer position will support both the existing business and reporting requirements documentation of individual DOH / DDAP systems and program areas, and the construction of a modern data warehouse that will serve DOH / DDAP from an enterprise perspective.
The primary objective of this engagement is for the selected candidate to serve as the Technical Writer for the EDW, supporting the analysis and reporting needs of the DOH and DDAP, the existing EDW, as well as the design and construction of the new EDW in Azure.
The Technical Writer is an advanced level resource with specialized knowledge and experience in requirements analysis and documentation and coordinating communications and project tasks, while acting as liaison between customer program areas and the EDW team. This position develops and maintains user, business requirements, technical documentation and project process documentation in support of the EDW production systems and projects. This position understands the user s view and technical concepts of applications and provides expertise structuring procedures in a logical sequence.
This position will work with public health professionals, business analysts, application developers, database, and system administrators to achieve project objectives - including delivery dates, cost objectives, quality objectives, and program area customer satisfaction objectives. There are several exciting projects underway, including moving the data warehouse into Azure, the Department of Health s Data Modernization Initiative, and the Reporting Hub.
The Skills and Experience:
- 5 Years: Experience with eliciting, analyzing, specifying, and validating the business needs of stakeholder business units
- 5 Years: Experience conducting interviews to gather customer requirements via workshops, questionnaires, workflow storyboards, use cases, scenarios, etc.
- 5 Years: Develops, enhances, and maintains user and technical documentation for multiple applications
- 5 Years: Experience translating customer requirements into functional and technical requirements in a clear manner
- 5 Years: Experience with creating process models, specifications, diagrams, wireframes, and charts to provide direction to the development team
- 5 Years: Experience communicating, coordinating, and performing as liaison between stakeholder business units and the development team
- Ability to balance work between multiple projects and possess good organizational skills
- Ability to work and communicate collaboratively and effectively with colleagues, and as a member of a team
- Ability to present complex technical concepts and data to a varied audience effectively
- Experience working in the public health or healthcare industry with various health applications and data is highly desired
