PURPOSE SUMMARY. Under the general direction of the County Engineer, plan, organize, coordinate, and supervise surveying activities and serve as the County’s licensed professional surveyor. ESSENTIAL DUTIES. 1. SupervisionMake hiring, termination, and disciplinary recommendations.Prioritize, plan, and assign work to staff.Supervise, train, motivate, and develop staff.Counsel, coach, and discipline staff and conduct performance evaluations.Approve leave requests and oversee payroll timekeeping functions.Assist in the development and implementation of goals, objectives, policies, and procedures for the department. 2. Surveying and constructionProvide technical assistance to the Flood Commission.Oversee collection of field survey data on conditions throughout the County.Responsible for accurate, complete, and quality field survey data collection.Survey existing structures to determine the capacity to modify plans and rights-of-way issues.Manipulate field data and information to a format readable by computer-aided drafting software.Prepare design drawings depicting surveys of land, rights-of-way, etc.Oversee construction staking.Provide documentation to the foreman or contractors.Outline and present plans for proposed improvement projects. 3. Departmental SupportAssist in the preparation of budget and staffing needs.Assist in the preparation of bids, and cost estimates, writing legal descriptions, and drafting various design plans. Review and prepare designs for distribution; provide explanations and interpretations, as required.Perform special projects; gather and compile information and prepare reports and analyses in response to problems.Attend meetings as a representative of the surveying division.Inspect construction and maintenance of various projects.Respond to questions from the public and provide assistance in the office. ADDITIONAL DUTIES. Other duties may be assigned. QUALIFICATIONS.A. Education. Bachelor's Degree in Land Surveying, Engineering, or directly related field. B. Experience. Five (5) years of professional-level surveying experience, which includes two (2) years of supervisory experience. C. Education/Experience substitution. In accordance with County policy. D. Licenses/Certifications. Current registration with the State of NM as a Professional Surveyor upon hire. A valid Class D driver’s license is required. E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION: Must have knowledge of: Doña Ana County and its surrounding areas.Principles and practices of professional surveying.Principles and practices of effective supervision.Proper methods to maintain accurate records, computer operation, the applicable software, and general office equipment. Must have skills in: Designing, reading, and interpreting surveying projects and construction plans.Gathering, plotting, and researching applicable information. Must have the ability to: Operate general office equipment.Work independently.Communicate effectively in oral and written form.Establish and maintain effective and cooperative working relationships with others.
