Plan, organize and implement all aspects of payroll and benefit plan administration according to governing plan documents and in accordance with federal and/or state regulations.

§ Job Environment
Administrative and service atmosphere involving regular interaction with external vendors, auditors, insurance brokers, Human Resources as well as internal employees.
§ Principal Accountabilities
PAYROLL ADMINISTRATION:
Ø Responsible for all aspects of payroll administration including: time clock administration, hourly/salaried payroll processing, administration of child support/garnishment orders, internal recordkeeping and year end W-2 and ACA processing. Confidentiality is of the highest priority.
Ø Maintain working knowledge of all federal and multiple state legal and reporting requirements as they relate to payroll and implement new requirements as they become effective.
Ø Administer payroll in compliance with all ECR payroll/benefit policies and a collective bargaining agreement.
Ø Provide timely reporting to internal departments as well as quarterly and annual reporting to outside entities (ex. Department of Labor).
Ø Oversee NYS Unemployment Compensation process, working closely with the internal HR Generalist and external vendor to verify eligibility for unemployment compensation.
BENEFITS ADMINISTRATION:
Ø Coordinate administration of all company welfare and retirement benefit plans including medical, dental, 401(k), Defined Benefit pension plan and others. Ensure compliance with all federal and/or state regulations such as DOL, ERISA and the IRS. Confidentiality is of the highest priority.
Ø Negotiate and implement annual benefit package renewal of medical, dental and other ancillary benefits.
Ø Ongoing monitoring and administration of plan enrollment changes
Ø Completion of annual plan audits and 5500 filings for retirement and welfare benefit plans.
Ø Work with actuaries to complete annual defined benefit pension plan and post-retirement valuations and related financial reporting.
Ø Work with HR Generalist to ensure benefit plans are being operated and administered according to their governing documents.
Ø Administer NYS Disability, Voluntary Disability and Paid Family Leave programs within the guidelines and monitor employee absences to account for missed payroll deductions.
Ø Serve as member of the ECR Wellness Committee and assist in implementation of wellness activities.
